Overview of department:

The Core Systems department is responsible for the development and maintenance of a number of IT products and services that supports SLC's business.

Job Purpose:

  • To participate and steer the analysis, design and development of ICT Systems.
  • Reuse code from across Government / open source platformsBeing involved in the wider development community, identifying good practices we can adopt and shareSharing knowledge of tools and techniques with the wider team, both developers and non-developersTaking part in 2nd line support of applications and platforms, including occasional support outside office hoursAnalysis of problems though user research and data to create solutionsProduce reliable and reusable codeWork with other SLC areas to develop products and servicesKey responsibilities:

    Identify the main issues in complex problems, clarify understanding or stakeholder expectations to seek best optionEnsure the service offer thoroughly considers customers needs and a broad range of available methods to meet this, including new technology where relevantReview, challenge and adjust performance levels to ensure quality outcomes are delivered on time, rewarding successActively build and maintain a network of colleagues and contacts to achieve progress on objectives and shared interestsCoach and support colleagues to take responsibility for their own development (through giving accountability, varied assignments and on-going feedback)Establish and drive intra and inter team discussions to learn from experience and adapt organisational processes and plansKnowledge, Skills and Experience:Experience building server-side web applications and detailed knowledge of best practice for at least one programming language (we use a range of languages including Java, Clojure and Ruby) and/or detailed understanding and experience of front-end web development (HTML/CSS/JavaScript)Implementing APIs for internal and external use Experience presenting work at user groups and conferencesExperience of building and scaling high-traffic websitesUnderstanding of the use of Responsive Web DesignExperience of working with JavaScript libraries to produce data visualizationsExperience of designing and maintaining public HTTP APIsOr

    Proven track record in software developments using one or more development languages in a structured environmentProven track record in RDBMS developmentProven track record of Unix shell scriptingProven track record of Oracle formsWorking knowledge of ORACLE RDBMS and ToolkitSystem administration and configuration management skillsKnowledge of relational and non-relational database systemsExperience of handling large data sets and scaling their handling and storageAnd

    Knowledge of the use of version controls such as Version manager, Git or SubversionUnderstanding of agile methodology and experience in working in an agile environmentStrong communication skills; able to communicate technical concepts to a non-technical audienceExperience of working on technical projects within a teamExperience presenting work at user groups and conferencesExperience of Test Driven Development or a similar methodology and/or with automated test frameworksAbility to quickly research and learn new programming tools and techniques
