Market Oversight is responsible for overseeing primary and secondary market activity through its role under the listing, market abuse and short-selling regimes. MarketOversight aims to discharge these responsibilities in a way which is proportionate, risk focused and forward-looking, through education of the market, and using a range of tools and techniques. Our work protects consumers and delivers market integrity by ensuring high standards of market practice and appropriate disclosure so our markets will function well.
The Listing Transactions and Primary Market Oversight Departments sit within the Market Oversight Directorate at the Financial Conduct Authority. Together they discharge the FCA's UK Listing Authority (UKLA) functions. These functions provide regulatory oversight of the UK's primary capital markets, and have a regulated community which includes issuers of publicly traded securities, sponsors and Primary Information Providers. The two departments are responsible for ensuring that this community complies with regulatory obligations contained in the FCA's Listing Rules, and discharges the FCA's responsibilities as the competent authority under the Prospectus Directive, the Transparency Directive and parts of the Market Abuse Regulation.
What does the job involve?
We have an opportunity for an associate on the Issuer Management team which sits within the Listing Transactions Department. The team is responsible for the maintenance of the Official List. This involves the collation and approval of documentation supporting an application for the admission of securities to the Official List as well as the processing of suspensions, restorations and cancellations from listing.
? You will be primarily responsible for the admission, revision, suspension and removal of securities to and from the Official List. You will also be expected to process trading suspension, removals and restorations.
? You will handle a high volume of cases in a busy environment, observing strict deadlines in a process driven environment with high standards of quality.
? You will maintain a sound working relationship and communicate effectively with key contacts at the London Stock Exchange and other Recognised Investment Exchanges.
? You will acquire a thorough understanding of the Listing Rules and the technicalities of the processes around it. You will be expected to be able to explain these requirements to individuals at all levels within issuers, sponsors, banks and legal firms.
? You will need to work flexibly and effectively with other team members.
Support and on the job training will be provided.
Knowledge, skills & experience
? Evidence of working in a process and deadline driven environment, driving tasks through to completion.
? Excellent organisational, time management and prioritisation skills including ability to multi-task.
? Attention to detail.
? Excellent written and oral communication skills (including good telephone manner) and the ability to develop effective relationships with a range of stakeholders internally and externally.
? Ability to work as part of a team with a positive and self-motivated approach to work.
? Previous FCA or markets/listings experience
? Fast learner with ability to act on own initiative to develop knowledge
? Good IT skills (Word, Excel and Outlook)
