INTERNAL TO NORTH AYRSHIRE COUNCIL EMPLOYEES ONLY

TEMPORARY FOR 6-12 MONTHS

ROLE DEFINITION

Administration of Building and Associated Contracts.

KEY TASKS AND RESPONSIBILITIES

Corporate Responsibilities
  • To manage/deliver the Service in accordance with the Council's corporate policies and procedures and relevant strategy provision.
  • To manage/deliver the service outcomes, in the most efficient and effective way, that delivers the Council's Strategic Priorities with the Council Plan and contributes to the production of Directorate Plan
  • To manage and monitor Capital and Revenue budgets as assigned and contribute to budget development.
  • To lead, or contribute to, the preparation of cross-service business development plans, as required.
  • To ensure the effective management and leadership of employees, where appropriate
  • To prepare and co-ordinate reports for the Council, its Committees or working parties and to attend these meetings as required.
  • To undertake any other reasonably required duties as instructed by Management or someone acting on their behalf, in addition to the role specific tasks & responsibilities detailed below.

Role Specific Tasks & Responsibilities
  • Direct supervision and administration of individual and measured term contracts for construction and associated works in compliance with established project management principle
  • Planning, or assistance in planning works programmes to achieve the outcomes required by North Ayrshire Council.
  • The successful execution of part of the Council's capital and revenue works programmes in compliance with North Ayrshire Council's Standing Orders, Financial Regulations and operating procedure
  • The provision of contract information sufficient to have the works executed in a timely, accurate and economic manner.
  • Compliance with the Construction (Design & Management) Regulation
  • The attainment of all other pertinent statutory approvals, such as Building Warrants etc.
  • The production of all forms of contract documents.
  • Drafting and assisting in the drafting of project requirements and production of project briefing document
  • Liaison with all other pertinent Council services and outside bodies for the successful achievement of the above.
  • When required, the procurement and management of external consultants.
  • The initiation and keeping of records such that the Council's interests are always represented as client and contract administrator.
  • The supervision and training of less experienced or qualified staff.

  • HNC/ HND or equivalent in a relevant discipline

Specialist Knowledge
  • Sound knowledge of the Council's Financial Regulations and Standing Orders.
  • Knowledge of operation of building contracts.
  • Knowledge of Health & Safety legislation affecting buildings and construction works.
