In the position of ICT change manager you will:

*Documenting and maintaining the Change Management policy, processes and standards.
*Analysis of complex services, covering a diverse range of technologies and 3rd party suppliers, to ensure that proposed requests for change (RFC) are safe and fit for purpose, including comprehensive analysis of risk, business impact & continuity, backout plans, test plans, resource requirements and availability.
*Challenge proposed requests for change to ensure that the change is robust and that the impact on and risk to the organisation is minimal.
*Manage, review, amend and close Requests for Change (RFC).
*Develop, implement and maintain ICT Change Management policies and procedures and ensure that the entire organisation complies with the procedures.
*Develop and present Change Management reports as required.
*Establishment, ownership and chairing the Change Advisory Board (CAB).
*Establish, document, implement, manage and monitor the Release Management policies and processes.
*Develop & implement Release Management procedures.

Key Relationships:

The post holder will work closely with internal and external stakeholders at all levels, but with a focus on 3rd party suppliers, senior stakeholders, the ICT service delivery & business relationship managers and key ICT service users.

As the IPCC's ICT Change Manager, relationships with suppliers is crucial to the successful delivery of IT services. Actively challenging suppliers to deliver change within agreed service levels and reducing risk to the organisation is a key element to the role.

The role will involve developing and maintaining close working relationships with other managers and technical staff, Business Owners, ICT Contract and Commercial Manager, the ICT Security & Information Assurance Manager and with external supplier managers and their staff.

The post holder will advise and support the ICT senior management team in developing ICT change policy in accordance with business requirements, responding to and providing tactical direction for business change when necessary.


PERSON SPECIFICATION

The post holder must be able to demonstrate:

*Experience of working client side in an outsourced ICT environment and supplier management against SLAs, monitoring change and release performance against service level agreements, participating in effective working relationships to deliver continuous improvement.
*Experience of Change managing applications, end user devices, network infrastructure and telecommunications systems and services in an ITIL compliant environment..
*Experience of working in a secure environment.
*Understanding of the legal issues relating to IS/IT e.g. Data Protection, Freedom of Information and Computer Misuse Acts, copyright, intellectual property rights.
*Experience of building strong working relationships with a variety of stakeholders.
*Strong customer focus.
*Project management experience.
*Good communication and negotiation skills.
*Positive can do attitude and flexibility of approach.
*Professional qualification or equivalent experience in an Information technology related subject and project management.
*ITILv3 Foundation qualified.
