General Responsibilities

As a Senior Product Owner working at the Practitioner level, you will work on large or complex Products, owning the vision of your Product and acting as champion for your users; owning, articulating and managing the product definition and requirements at all levels and prioritizing the work of your multidisciplinary team(s).

You’ll produce world-class public services designed for the people who use them, in line with the government’s Digital Service Standard leading the development on complex products and services that deliver to millions of users.

As a Product Owner you will:

  • Own, articulate and manage the product definition ensuring user needs and business requirements are met and ensuring any technical solutions considered will meet needs at all levels and all stages of the product lifecycle.
  • Be able to quickly grasp different technical options and be able to work with Developers and Architects to weigh options against user needs, delivery times and opportunities to release value
  • Be responsible for developing complex or high priority products, looking outside of your teams, in order to recognize priorities and opportunities in order to deliver value and decrease rework.
  • Be responsible for the end to end delivery of the product, designing, developing, building and testing secure product solutions for the current and the future
  • Lead and direct service teams in monitoring, operating, and supporting technical solutions.
  • Own the operational relationships with teams, stakeholders and suppliers ensuring all services and products are delivered aligned to industry best practice, regulatory and contractual requirements.
  • provide support to the Product Lead as well as leadership and management support to Associate Product Owners within your delivery squads
You will:

  • Work to solve important problems by:
  • o Leading and coaching multidisciplinary teams to deliver on a product vision, ensuring products deliver strategic outcomes and effective service delivery

    o Ensuring user needs are at the heart of the product design and delivery

    o Communicating and collaborating at the senior stakeholder level within the organisation and externally

    o Communicate your vision effectively with a wide range of stakeholders including developers, architects and Business owners, managing the shared delivery plan, reporting risks, issue and status appropriately; resolving issues and removing barriers

    o Fostering a culture of innovative service design and delivery within your area

    o Working with programme SRO/’s to provide strategic advice and guidance on ensuring high quality product and service development

    o Delivering prioritised product backlogs / user stories

    o Building strong relationships with business users and stakeholders

    o Working with Delivery teams in estimation and review sessions

    o Monitoring progress, working with the Delivery Manager to maximise velocity

    o Ensuring acceptance criteria are met

    o By being accountable for delivering a successful, high-quality product to deadline and on budget

    o To deliver new and innovative technology products and services

    o By lead implementation of change into the production and live environments while maintaining a stable service, ensuring that all services associated with the product are operated, monitored, supported and maintained to best practice standards, aligned to organisation and service needs, as well as departmentally strategy and policy across all stages of the development lifecycle of the product

    o By making sure that products at all stages are fit for purpose, fully tested and perform as intended

    o By developing management information reporting for areas of responsibility according to best practice standards to support service, financial management and decision making, for example performance, trends and capacity reporting

    o By managing relationships with suppliers of key strategic services to make sure they’re in line with best practice

    o By making sure suppliers that provide the department’s environments deliver value for money and technical stability

  • Work with the Head of Role and Product Leads to help develop the Product Owner Community and build capability by
  • o Being an active member of Product Owner community within your Hub, leading community events and linking back into the wider DWP Product Owner community

    o Working with the Expert level Product Owner for your Unit to continuously review and translate learning from best practice, building capability and talent management across teams, identifying capability gaps and training needs within the Product Owner Community and the DWP Digital Community.

    o Leading, mentoring and coaching product owners in your unit/Hub

    o Being involved in the wider product community, blogging or speaking at conferences

    o Helping to develop the Product Owner and Digital community across the wider Civil Service and externally

    o Acting as a lead assessor on Digital by Default service assessments

    o Acting as an experienced Product Owner, providing advice and guidance to Product Owners and Delivery teams on story writing, Estimation, Prioritization, Vision and Scope planning etc.

    o Ensuring the standard of the Products and Services within their Hub are designed, built, delivered and continuously improved to deliver quality and meet user need and the policy intent.

    Essential Skills

    You should:

  • Have a good understanding and experience of using product management techniques, including:
  • ? Defining a product strategy

    ? Defining a product roadmap

    ? Shaping, owning and delivering a product vision based on user needs

    ? Defending your product vision to challenge

    ? Making sure products and services are created with user needs at the Forefront

    ? Creating, managing and prioritising backlogs

    o Using data to drive design assumptions and identifying trends

    • Be an excellent communicator; highly articulate and with great leadership skills, comfortable influencing up to Director General level in order to effectively engage with a wide range of digital specialists, suppliers and stakeholder communities
    • Intellectually strong with the ability to demonstrate leadership skills and an aptitude for striking a balance between strategic innovation and operational pragmatism
    • Have experience of dealing with large-scale corporate or government projects within complex organisations and working with security related stakeholders and expert teams to enable secure development
    • Be known for a strong commitment to the principle of continuous improvement and development and for building a performance culture that is orientated to tangible delivery outcomes
    • Have an understanding of the technology your Products have used, with experience of delivering digital claimant facing, agent facing or technical integration services (for example: experience of developing for multiple devices; API development; micro-services; WebServices and mutual authentication; re-usable platforms; master data; APIs ((application programming interfaces)); data visualisation or infrastructure)

    Ideally, you’ll also:

    ? Have experience attending a Government Digital Service (GDS) assessment

    ? Have experience of taking a service live with experience of , delivering continuous improvement and 24/7 service management

    ? Have experience in more than one government department or private sector organisation

    ? Have experience of managing other Product Owners

    Accreditation & Qualifications

    Qualification or training in product management, for example:

    ? APMG Agile Programme Management

    ? Certified SCRUM for Product Owners

    ? The Department for Work and Pension’s Product Owner foundation course

    ? GDS service management or lead assessor training

    SFIA Skills:

    • Product Management: Level 5

    • Business Process Improvement: Level 6

    • Innovation: Level 6

    • Relationship Management: Level 5

    • Performance Management: Level 4
