Payroll Manager (Service Delivery)
This is a newly created role for a highly experienced Payroll Manager to create a new team that will be responsible for a managed payroll service provision to lead large scale HCM clients through Implementation to ongoing service delivery. As this is a key leadership role, it carries a wide scope of responsibilities which include: • Managing the Payroll service and ensuring timely and accurate processing of pay for all staff (c.3000). • Escalation contact for payroll related items, troubleshoot and resolve complex issues where considerable judgement is required. • Manage, lead, mentor and develop a team of payroll professionals • Lead on the parallel process and variance analysis from a system migration perspective. • Functionally identify, plan and execute procedural improvements in relation to payroll • Manage, support, or participate in large scale and/or cross functional domestic as well as global projects as it relates to payroll. • Develop and implement policies, procedures and SOPs relating to payroll. • Review and update effective internal controls within the payroll function, ensuring that payroll errors are minimised and changes administered accurately and promptly. • Advise clients on issues of pay, PAYE, NI, pension and other statutory or voluntary deductions, interpreting legislation and regulations to ensure correct advice is given. • Identify, own and mitigate any payroll risks, maintaining a log of such risks and providing a regular update to line manager of any risks that need escalation. • Act as a member of the Payroll project team, assisting in software system implementation, testing and release readiness. Ideally the individual in this role will have: • Strong leadership and subject matter experience in U.K. payroll and end to end RTI processes • A good understanding of HCM consulting and HCM implementation. • Experience in dealing with high volume payroll (circa 3,000) customer employees • Experience in a pre-sales and project capacity and ability to present to internal and external customers. • Knowledge of all stages of the HCM cycle: assessment, design, standards, variance analysis, implementation and delivery • The ability to comprehend and analyse intricate regulatory payroll tax information Extensive hands on experience in UK payroll practices, legislation and RTI is also required together with a CIPP Payroll management qualification.
