**Procurement Lead (Rail) - 5 months contract - up to £760 Umbrella IN Scope / £605.16 PAYE (Based on experience) - Rail / Government Organisation - London**

Our client is a part of the central Government division based in London who are looking for an Interim Rail Head of Franchising Procurement to join their team on a 5 months contract.

Key Responsibilities:
Responsible for dealing with a number of franchise bidders. Lead on all Procurement-related aspects of the re-franchising competition, reporting directly to the Franchising Director. Continue to build procurement capability and an established centre of excellence by developing procurement skills within the Team and enable knowledge sharing and cross-function working.
Identify procurement needs within franchising and work up long term strategy for resourcing of evaluation and other key procurement activities. Develop plan for knowledge transfer from contractors to permanent staff, lead on procurement process design and re-engineering. Develop clear and transparent processes for the procurement of franchises. Develop, manage and maintain 'change' processes. Ensure closer working with potential bidders, investors, industry agencies and stakeholders and build investor and industry confidence in Franchising's procurement process. Improve industry relationship and generate new market interest by organising specific industry days and promoting procurement process to external organisations. Lead procurement policy implementation. Identify policies and lessons learned to be adapted in franchising. Develop and manage Procurement assurance reviews of live projects. Manage information systems that support live competitions.

Ideal experience required for this role:
Previous Rail Franchise/ Procurement management experience or similar
Worked within the Transport, Rail or Government similar industry environment
Experience of successfully negotiating large and complex commercial deals
Experience of public policy making and/or strategy development
Experience of gathering, analysing and interpreting commercial, financial and technical information
Building effective working relationships with a wide range of stakeholders
Experience of presenting complex financial information to a wide range of audiences
Experience of managing and leading a team
Excellent communication skills - ability to liaise with clientele and personnel at all levels
Exceptional IT systems knowledge and experience
