Responsible for leading management of the functions that provides business support to the Operations directorate and for the teams that provide direct contact with our customers and ensuring that the Operations Directorate are able to provide a first class service to its customers and stakeholders. Assisting with the development of a new approach to business support and customer contact. Ownership of processes to deliver high quality support services to the public, business customers and frontline operational staff through the effective management of the relevant teams. The post holder will be providing direct support in terms of business performance reviews, presentation preparation, deputising at certain meetings and events as appropriate, and handling complex issues. Ensure the continued delivery of all business operations support functions and work to contribute to the objectives of improving efficiency.
Essential Criteria: ? CCAB recognised qualified accountant; ? Significant experience and consistent achievement at a senior level within a complex and demanding high-profile business, public sector or regulatory environment; ? Direct experience of financial management, budget accountability and responsibility for shaping the reporting and business planning systems of an organisation; ? Demonstrable understanding of public sector accounting, and the need to ensure the efficient and economical conduct of business, and to safeguard financial propriety and regularity; ? Experience of delivering organisational change and project management, with a strong focus on creating efficient and effective operational capability; ? Evidence of highly developed management skills and experience of building and developing collegiate high-performing teams; ? Experience of working in an outsourced environment, and managing third party providers; ? Proven track record of the successful management of relationships with very senior stakeholders. Desirable Criteria: ? Experience of managing day-to-day operations of corporate functions relevant to this role; ? Experience of working in a non-departmental public body, government regulator or the wider public sector.
Accountability and reporting lines The Director of Corporate Resources (interim) reports to the Chief Executive Officer of the SSRO and will attend, but not be a full member of, the Board and Audit Committee. In carrying out the role of Director of Corporate Resources (interim) you will fulfil the following functions: Strategic and leadership ? Form part of the SSRO?s Executive Leadership Team and be a member of the Executive Committee; ? Advise the Chief Executive on strategy and policy relating to corporate functions for which you are responsible, providing vision, direction and leadership; ? Hold oversight responsibility and ownership for the SSRO?s finance and annual budget, and be accountable for all regulatory/statutory functions in this area; ? Present the finances to the sponsoring department as required; ? Ensure the Board is briefed in a timely manner on all financial matters; ? Work with fellow Executive colleagues to agree and set financial budgets and targets on an annual and medium term basis, to include resource planning and stretch targets; ? Hold responsibility and ownership for development and delivery of the SSRO?s IT and information management strategy Service delivery ? Overall responsibility for the following corporate functions: Human Resources, Finance, Procurement, Health & Safety, Contract Management, Information Management, IT and Quality, Site and Facilities Management and Governance; ? Ensure appropriate organisation, processes and procedures for administration and the adoption of best practice in all areas of activity; ? Ensure sound and effective financial planning, budgeting and reporting; ? Ensure a clear and comprehensive framework of employment policies and practices to support high standards in people management; ? Provide an annual operating plan for the SSRO and its site; ? Ensure contracts are robust. Legal obligations ? Ensure that all activities and operations are performed in compliance with the law and/or relevant regulations; ? Hold delegated responsibility for the SSRO?s governance and risk frameworks; ? Play a key leadership role in health and safety and ensure engagement at all levels in the organisation; ? Hold responsibility for quality standards being applied appropriately and effectively across the SSRO; ? Hold responsibility for the SSRO?s business continuity planning; ? Overall responsibility for the SSRO?s Information and Technology Strategy including information and IT security. SSRO offices ? Overall responsibility for the SSRO?s property and facilities. External relationships ? Manage relevant relationships with key SSRO stakeholders as appropriate, e.g. MoD internal audit, and the National Audit Office. Internal relationships ? Manage relevant relationships with the SSRO Board members and Audit Committee members. Supporting the board ? Support the Chair, Chief Executive, the Board and its committees to meet their responsibilities; and ? Ensure that the Board is properly advised and consulted, enabling effective and timely decision-making.
