Purpose of Job:
To ensure that all leaseholders receive an effective and efficient service relating to their relationship with Enfield Council, in particular:
Maximum recovery of all service charge income, including the recovery of debts and arrears, in accordance with Enfield Council procedures .
Monitoring service charge accounts and taking necessary action for recovery of debt.
?Resolving all enquiries relating to service charge accounts, including preparation of repairs listing.
Providing Leasehold advice to other departments as necessary.
Attend meetings with Leaseholders as necessary.
To assist in the co-ordination and preparation of annual service charge estimates and Actual Certificates. To ensure that the cost relating to each property is correctly calculated in accordance with the terms of the lease and that the accounts are issued within the statutory time scales.
To be responsible for monitoring the accuracy of all records on databases to ensure all sums are invoiced accurately and promptly.
To ensure the provision of a high standard of service to leaseholders and that the terms of the lease are adhered to and statutory responsibilities to leaseholders are fulfilled.
Prepare repairs listings for distribution to leaseholders every six months and deal with all relating enquiries and make adjustments accordingly.
Issue quarterly Service Charge invoices and Ground Rent demands.
To provide accurate information to purchasers? solicitors regarding pre-assignment enquires to ensure that all leasehold liabilities are recovered.
Approve all remortgage requests in line with policy and procedures.
To visit schemes to liaise with leaseholders on general estate management issues and assist in dispute resolution.
Ensure that statutory obligations under the Common hold and Leasehold Reform Act 2002 (CLRA) and Section 20 of the Landlord and Tenant Act 1985 and the relevant consultation requirements are fully met.
Issue and successfully manage the processing of all Notices under the CLRA 2002 within the statutory deadlines.
To monitor and obtain final accounts as soon after Practical Completion as possible but before the end the of defects liability period.
Ensure that all Major Work?s invoices and / or Section 20B notices are issued as required within statutory time limits.
In order to maximise income ensure that major works are calculated and apportioned accurately, and are fully supported by appropriate documents, and are issued within statutory time scales.
To be responsible for keeping accurate records on databases to ensure that all recharges of sums are invoiced accurately in accordance with the policy.
To be responsible for checking of accuracy in respect of project sums produced by Housing Professional Services and Architectural Services.
To attend consultation and liaison meetings organised by Property & Technical Services. Visit schemes and assist in any major works dispute resolution.
Provide advice to relevant departments on the requirements of S20 of the Landlord and Tenant Act 1985.
Ensure that the Leasehold management team are provided with accurate information on forthcoming major works programme.
To ensure the maximum recovery of all service charge income, including the recovery of debts and arrears, in accordance with Enfield Council procedures.
? Submit cases for Judgement and monitor progress accordingly.
Refer cases requiring enforcement action to Legal Services and monitor progress accordingly.
Provide advice on availability of financial assistance for leaseholders in respect of major works debt.
Respond to leaseholder enquiries regarding outstanding debts to ensure all debts are recoverable.
Liaise with other departments and sections in order to resolve disputes on outstanding debts.
Ensure individual leaseholder accounts are set up and updated.
Administer suspense account, identify and reallocate payments accordingly, assist in reconciliation of service charges accounts as necessary.
Undertake all administration of Direct Debits and encourage leaseholders to use this payment method.
To respond to enquiries and complaints received from leaseholders, Members, solicitors and government bodies in respect of leasehold matters.
To assist collectively in ensuring that performance targets/ indicators in the following areas are met and that all procedures are carried out in accordance with Enfield Council policy.

Other targets as appropriate set by the Head of Home Ownership Services or Team Manager
Carry out all tasks in compliance with Enfield Council?s standard Policies and Procedures.
Prepare documentation for presentation to Leasehold Valuation Tribunal or County Court in respect of Service Charges Legislation and the Lease.
Keep up to date with relevant legislation, good practice, policy and procedures.
