Ofcom is the independent regulator and competition authority for the UK communications sectors. Our work provides an opportunity to shape and deliver changes in the communications market that have a direct and immediate impact on consumers.

We are recruiting a Spectrum Analyst at Associate level to work across a range of spectrum policy projects. The main focus of the role is to inform our policy work through analysis of data and market intelligence and develop insights into the technology, markets and international drivers of future spectrum demand within the sectors we manage.

Your contribution will feed our policy work and cut across various key areas, examples of which include:

- Analysis of the rapidly evolving consumer demand from different sectors (e.g. mobile, satellite, Wi-Fi) and its implication for spectrum access for those industries
- Ofcom’s ongoing programme of spectrum auctions and the associated policy and analytical work needed to clear the spectrum and manage interference issues
- Carrying out as hoc analysis to inform our mobile data strategy, and the need to adapt to the changing technology and business models including 5G and IoT
- Improving mobile coverage
- Developing spectrum management techniques, including the application of new tools such as dynamic spectrum access

Key Responsibilities

The successful candidate will have responsibility for:

- Manipulating and analysing large data sets to inform policy making decisions, particularly for cellular networks.
- Communicating analysis to both technical and non-technical members of the team through written and oral mediums.
- Improving the quality and quantity of information on spectrum use available to stakeholders.
- Applying the outcomes of your analysis to the wider work of the Group to help shape our thinking of how we balance competing spectrum demands, including facilitating spectrum sharing.

Essential Skills/Experience

- The ability to analyse raw data to extract meaningful value, bringing insight and a clear narrative to your analysis
- First-rate communications skills, in particular the ability to explain complex issues clearly, both in writing and orally. You will need to demonstrate (or quickly acquire the skills to demonstrate) your ability to explain technical matters to a non-technical audience at all levels of the organisation
- A good problem solver with a delivery focus
- Bringing enthusiasm and an eye for detail to your work
- Strong sense of logic and attention to detail
- Excellent Microsoft Excel skills, [including Visual Basic (VBA).]
- An appreciation of and the desire to promote Ofcom's values of excellence, agility, empowerment and collaboration
