The Organisation:

The Green Recruitment Company is representing a company which specializes in providing quality services to support the lifecycle of a well, from feasibility right up to full well construction and subsequent abandonment.

The Role:

The Operations HSEQ Lead will be responsible for the provision of leadership support to the Planning & Operations teams, liaising with Customers to ensure that regulatory and contractual HSEQ requirements are met and ensuring the HSEQ Management System is effective and being adhered to.
• Responsible for preparing or supporting the company in the preparation of all regulatory permits, licences and consent applications and obtaining DECC & HSE approvals with sub-contracted external support as required in a timely manner to meet well planning and reporting deadlines.
• Expertise holder in managing 3rd party HSEQ vendors such as RPS, BMT Corda etc in their roles either directly to the company or its clients in the development of DECC legislative submissions.
• Accountable for performing all duties with due regard to the health, safety of self, others and of the environment in which they are undertaken.
• Liaison with Client and Service Provider companies to ensure that HSEQ objectives for well construction, well intervention and/or well repair are set and fully detailed in the HSEQ plans for each operation.
• Lead in ensuring HSEQ factors, well designs and construction procedures, etc., comply with the company, Client and the relevant legislative requirements.

The responsibilities of the role:

• Ensure environmental permits, licenses and consent applications for wells are submitted in a timely manner for the well operations programme.
• Proactively support the company’s project teams and customers to assess and meet legislative requirements in a timely and accurate manner with focus on Health, Safety and Environmental compliance.
• Manage specialist service providers on behalf of planning / operations teams to deliver compliant environmental consent applications to meet deadlines resulting from changes to schedules.
• Maintains contact with appropriate personnel in DECC, the HSE and other regulatory bodies.
• Leads / Manages the drafting, review and approval of all project bridging and Emergency Response arrangements.
• Responsible for population and maintenance of HSEQ statistics and generation of HSEQ Population and maintenance of incident reporting system, i.e. leading in ensuring that all incidents are recorded and actions followed up.
• Maintain and promote compliance with and improvement of the HSEQ Management System.
• Develops and leads annual company’s HSEQ audit programme in conjunction with Discipline leads and Project teams.
• Lead or participate in offshore incident investigations and participate in regulatory inspections.
• Provide support to Group HSEQ Manager with IES and other Group matters
• Instigates regular incident review meetings as appropriate and follows up on actions.
• Attends all project meetings
• Actively participates in all Operational HSEQ conference calls

Experience and skills:

The successful candidate should possess these following skills:
• Detailed knowledge of UKCS Well Permitry such as PON15, OPPC, Bridging Doc`s
• Regulatory (Safety & Environmental) Compliance
• DECC Level 3 Oil Spill Responder HSE Functional management
• Risk Assessment
• Application and operation of HS&E management systems
• Audit competency
• Accident Investigation
• Planning and organisational skills
• Knowledge of hazards associated with the operation and maintenance of pressure systems containing hydro-carbons
• Skilled in the selection and maintenance of appropriate risk control strategies
• Role based competencies required include; HSE Management systems, HSE Management Principles and practice, development of HS&E culture, risk management, HS&E best practice, extensive discipline knowledge, presentation skills
• NEBOSH certificate or equivalent
• Membership of the Institution of Occupational Safety & Health (IOSH)
