A strategic alliance has been formed between Warwickshire Police and West Mercia Police in order to enable both forces to meet the challenge of reducing policing budgets. By working more closely together the forces will benefit from greater operational and organisational resilience, making us the fourth largest geographic police area in England and Wales.

This is an exciting new role managing operational learning and delivering high quality training at a time of significant change. You will be involved in development projects and enhancing policing performance and will drive improvements across all areas of policing to enable Warwickshire Police and West Mercia Police to achieve their ambition of being great at protecting the most vulnerable and to predict and adapt to change.

The main purpose of the role is to be responsible for the development of a modern and responsive Learning and Development capability for Warwickshire Police and West Mercia Police.

To embed the principles of a 70/20/10 approach to delivery and to deploy resources to implement the Learning & Development (L&D) Strategy.

Main Responsibilities:

To lead the identification and subsequent provision of learning opportunities for all Warwickshire Police and West Mercia Police colleagues, based on emerging legislative needs and/or organisational needs within operational service delivery.

To manage the review of L&D products, evaluating delivery methodology and applying 70:20:10 principles to implement alternative delivery channels to deliver organizational needs.

To deliver coaching/workshops/training/action learning sets as and when required, to support the development and delivery of L&D products (as directed by the relevant lead for those areas).

To provide advice to support both operational and supporting services managers in the delivery of the organisational learning and development priorities and to advise on corporate and reputational risk in respect of learning and development activity.

To provide and develop advice / training / guidance to enhance L&D capability (CPD) and the capacity of the workforce in order to deliver Vision 2020 for the alliance.

To manage and develop the learning and development elements of multiple policies owned elsewhere in the organisation to ensure that the alliance comply with relevant legal requirements and national best practice.

To identify and embed efficient ways of working including the use of appropriate technology and referring to good practice from other organisations. To use management information and evaluation data to continually improve products.

To manage relationships with suppliers s and customers and partnership working internally and with other external organisations.

To participate in and manage relevant project work and L&D associated work streams.


Level 7 Training qualification and evidence of career development coaching

Level 7 Management qualification

In depth knowledge of learning and development tools, techniques and best practice

Developing a learning and development product that focuses on business drivers and builds culture in line with organisational vision and values

Experience in providing advice to the organisation on matters relating to learning and development, utilising market intelligence, benchmarking and management data

Substantial experience of managing a broad unit made up of specialist teams

Experience of developing and maintaining relationships with senior key operational stakeholders across the organisation, governance bodies, local government, the College of Policing and partners.

Successful management of business change in a complex organisation, with clear visible business impact

Management of commissioning of services

High level of verbal and written communication skills

High level of influencing and interpersonal skills

Ability to identify and deal with sensitive issues with discretion and confidentiality

Ability to influence the organisation outside of limitations of job role

Ability to work to a deadline and under pressure

Demonstrable ability to find creative solutions to organisational problems

Special Conditions:

Occasional weekend and Unsocial hours working

Regular travel throughout the Warwickshire and West Mercia Policing areas
