We are recruiting for an organisation design practitioner to take hold of a potentially long term contract (outside IR35) for our central government client. Purpose of the role This role will be accountable for: * Completing the high level and detailed design for our future operating model * Supporting a consistent approach to design * Escalating design concerns and constraints to the Programme Lead and Design Authority where this can't be resolved * Supporting ongoing and iterative change to support the journey to the target operating model Tasks / accountabilities / responsibilities * Reporting to the Programme Lead. * Working with senior leadership teams to translate strategic goals into effective operating models, pulling out their purpose and objectives, key accountabilities and interdependencies. * Producing a well-articulated high level design for each function of the operating model. * Defining and assessing the detailed design for each function of the operating model using analytical tools and techniques, and identifying opportunities for improvement. Specifically: * Engaging with dedicated design leads to shape the detailed design for each function of the operating model. * Identifying proposed processes required to deliver of core/new function. * Identify opportunities to redefine services to drive better value for money. * Confirm requirements required to operate (governance, systems & data, other functions). * Define organisation requirements, specifically: * Define future state team including level 2+ organigram. * Identify current FTE and map to future state team. * Identify opportunities to relocate teams in line with D&T location plan. * Confirm opportunities to optimise spans and reduce headcount. * Applying rigorous logic and data analysis to ensure all deliverables are of a high quality. * Solving complex issues by performing analysis, providing recommendations and utilising a combination of experience, public and private sector knowledge, tools and technology. * Supporting D&T during implementation, through planning the implementation of new structures. * Support changes to the leadership, ways of working or design of business areas which have a lasting beneficial impact on performance Essential criteria * Experience of leading Organisation Design projects in a consulting organisation, or in an internal consultant role. * Experience of designing business process, work flow and governance structures (including decision rights). * Practical experience of all stages of the organisation process (incl. organisation capabilities, designing future 'to be' design options, scenario testing, detailed design options including changes to governance, behaviours, roles). * Strong analytical and project management skills. * Excellent facilitation, communication and data analysis skills. * Fluency in PowerPoint and Excel.
