An excellent opportunity has arisen in the Bedfordshire area for a Senior Bridge Engineer to join a Highways Structures team on a contract basis, supporting with a varied workload. Role Purpose: To provide a professional civil engineering consultancy service to internal and external clients, by delivering, controlling and directing structures projects in a commercial and customer focussed way which achieves programmes, meets performance targets, generates an income for Engineering Services and meets all objectives. To ensure all design and assessment work carried out is compliant with current standards and legislation. Current schemes include a new footbridge over a railway, the safeguarding of a large canal path passing through both urban and rural areas, and the implementation of a high-profile culvert. Main Accountabilities: * Provide structures consultancy services to internal and external clients. This will include deputising for the Principal Engineer in his absence. * Produce briefs, designs and specifications, prepare contract documents, procure and supervise works on structures projects to ensure best value for the Council. * Scope out and prepare design solutions that utilise best practice and the most suitable equipment, materials and concepts for efficient and sustainable solutions. Ensure designs comply with current relevant technical standards and Health and Safety legislation, including the Construction (Design and Management) Regulations. * Completion of any necessary Approval in Principle documents for the above designs and any necessary assessments, including drafting any recommended Departures from Standard, to a suitable level prior to submission to the Technical Approval Authority. * Act as Project Leader, coordinating multi-disciplinary project teams as required, to ensure completion within budget and programme. * Liaise with external bodies and other Directorates to gain consents and provide professional advice as appropriate. This to include railways, navigation/watercourse owners, Parish Councils and members of the public in the case of the Principal Engineer's absence. * Provide technical advice for small pieces of buildings related maintenance works. Prepare estimates, assess quotations, monitor works, agree interim valuations, contractual claims and final accounts with contractors. * Act as a role model for other members of the team, exhibiting positive behaviours to help support, motivate and develop them. * Continually monitor, review and modify your working practices to ensure that they are carried out in a commercial manner which will contribute to the Council's cost saving targets. * Respond to changes in workload and changing priorities by carrying out the role in a flexible manner which may include working extended hours, at the beginning and/or end of the day. Additionally, on occasions, out of hours and night working may be required. * Keep up to date with current design methods and standards. Key Decisions: * Determine the most efficient and cost-effective solutions in the design, specification and procurement of structures projects; solve related problems as and when they occur. * Ensure design/assessment methodology/calculations comply with current standards. * Prioritise and programme own workload, delegating work to other members of the team when required. * Mentor staff to encourage good problem-solving methods and a sound judgemental rationale; leading by example on the bigger issues. * Act as Project Leader as required for multi-disciplinary teams, agree programme and monitor progress and costs. * Prepare risk assessments and solve all issues to ensure compliance with the Construction (Design and Management) Regulations and other Health and Safety regulations. Resources Controlled: Financial * Assist the Principal Structures Engineer in delivering the design, procurement and supervision, monitoring costs, agreeing final accounts and approving expenditure for projects up to £3 million in value in order to generate fees to contribute towards the financial income target for Engineering Services. Staff * Act as Project Leader, as required, for multi-disciplinary teams, lead a team of up to 3 members to deliver projects by agreeing programme and monitoring progress and costs. * Manage Contractors during construction projects.
