The successful candidate will have the relevant skills and experience specified below for this 6 month temporary contract based in Inner London, Civil Aviation Authority House with occasional travel to Norwich and Liverpool. Please Note: This assignment sits inside of IR35.
Job Description:Lead, supervise or directly manage a team of Product Managers. Provide up to date market intelligence, analysis and insight. Provide expert forecasting and analysis on the market. Lead one or more multi-disciplinary agile delivery teams to deliver excellent new products and/or iterations to existing digital products and/or platforms to meet user needs. Gather user requirements based on a communicable understanding of diverse audience groups. Define and get user buy in for product definition and delivery approach. Create effective, prioritised product descriptions and delivery plans to meet user needs in a cost effective way. Interpret user research in order to make the correct product decisions, noting that users do not always know what they want. Underpin the delivery and iteration of digital services through effective analysis of qualitative and quantitative user data; Disseminate an understanding of the digital marketplace, including best practice, costs, suppliers, methodologies and skills to both internal and external stakeholders. Communicate credibly with a wide range of digital delivery disciplines and talent both internally and externally.

The ultimate aspiration is to move towards an integrated platform which fully automates end-to-end processes, ideally storing data in one place.

Purpose:

We are looking for a talented individual to take responsibility for development of digital/technology products for workstreams that form part of the the Digital Transformation Programme (DTP). Formulating a product strategy by working with business experts across government, the Product Manager will become the expert in their own workstream, keeping themselves and the team up-to-date with policy, business and user developments and using a range of analytics and insights to drive delivery plans.

KEY ACCOUNTABILITIES:

?Lead one or more multi-disciplinary agile delivery teams to deliver excellent new products and/or iterations to existing products to meet user needs.

?Gather user requirements based on a communicable understanding of diverse audience groups.

?Define and get user buy-in for product definition and delivery approach including interpreting user research in order to make the correct product decisions, noting that users do not always know what they want

?Create effective, prioritised product descriptions and delivery plans to meet user needs in a cost effective way.

?Keep continually abreast of changes to user habits, preferences and behaviours across various digital platforms and their implications for successful delivery of government digital services

?Underpin the delivery and iteration of digital services through effective analysis of qualitative and quantitative user data

?Communicate credibly with a wide range of digital delivery disciplines and talent both internally and externally

?Be actively involved across partner and user communities to promote the department’s principles and foster a collaborative approach to solution delivery and engagement.

?Develop and lead on Product Roadmapping, disseminating this back through the organisation and its affiliates.

Specialist Skills / Expertise

?Proven work experience in product management in an agile environment

?Proven track record of managing all aspects of a successful technology/digital product throughout its lifecycle

?Proven ability to develop product and marketing strategies and effectively communicate recommendations to executive management

?Solid technical background with understanding and/or hands-on experience in software development and web technologies

?Strong problem solving skills and willingness to roll up one’s sleeves to get the job done

?Skilled at working effectively with cross functional teams in a matrix organization

?Stakeholder and relationship management experience within a complex business environment

?Excellent written and verbal communication skills

Please Note: The lower pay rate advertised in this job description is the PAYE daily pay rate. The higher pay rate advertised in this job description is the highest Umbrella Company daily pay rate that the client is willing to pay up to.
