We are working with is exciting organisation who have a large (Social) housing portfolio and are looking for a Contracts (Compliance) Manager who will be responsible for areas of technical housing within the overall portfolio. It s likely you will come from either a building surveying background and or contracts held within social housing in a local authority setting As a member of the Client Team this post is directly responsible for - Providing strategic direction and effective long-term management of the repairs and maintenance services to the Council's housing assets, utilising specialist professional expertise to direct and influence the Neighbourhood Housing Service within the borough. The management of the Repairs, Maintenance and Cyclical (including statutory compliance) service to the housing stock (5000 +tenanted properties, 1,000 + leasehold properties) which delivers over circa 20,000 repairs every year at a value of circa £5m per annum. Leading a rolling asset management programme for voided rental property. Working in close collaboration with the Client Manager, the Commercial Manager, the Client Programme Manager and the Service Partner to develop and transition to a fully integrated housing asset management function, including an alternative pricing mechanism, that is intelligence led to best optimise the use of available resources to maintain, improve and regenerate the condition and availability of social housing to the Borough's residents. Leading on risk management, and ensuring regulatory compliance of statutory responsibilities e.g. gas servicing, fire risk assessments, water testing and asbestos. MAIN PURPOSE OF JOB: To lead the repairs service, cyclical works (including M&E, statutory compliance) and void refurbishment programme, working in partnership with the Service Partner. To work in close collaboration with the Client Manager, the Client Programme Manager and the Service Partner to develop and implement a fully integrated housing asset management function that is intelligence led to best optimise the use of available resources to maintain, improve and regenerate the condition and availability of social housing to the residents. Acting as the de-facto client representative in all operational management decisions regarding the contract for responsive works to building fabric and M&E services. To ensure continuous improvement of services, by collaboratively developing the aims of the strategic partnership and other contracts e.g. environmental services. To assist in the de-mobilisation of the current repairs and maintenance service and mobilisation of a new Service Partner as a member of the project team. Significant demonstrable professional, technical and managerial experience of Building Surveying and Mechanical & Electrical Engineering. Experience of effective, multi agency working, enabling, negotiating and conflict resolution. MAIN ACCOUNTABILITIES: 1. As a member of the Client Team represent the interests of wider service staff, residents and elected members for the clienting and contract management of external and internal service providers 2. Develop and deploy monitoring and recording systems using IT and mobile technology to increase pro-active contract monitoring and provide sound evidenced based assessments of current and future proposed performance and use data to inform the contract monitoring process. 3. In conjunction with neighbourhood teams, pro-actively monitoring the service Partner's performance and that of other contracted services, taking appropriate action to ensure continuous improvement of the service. Identify areas of contractual non-compliance/under performance and make recommendations to the Client Manager so changes are incorporated into contract variations as necessary. 4. Ensure compliance with, and promotion of the Health & Safety Management and policies 5. Ensure operation and application of appropriate risk management strategies and establish an appropriate monitoring regime including for regulatory compliance of statutory responsibilities. 6. Analysing, diagnosing and providing solutions and supportive interventions to overcome problems in service delivery and performance, including management of priority reviews that lead to actions which have an impact on delivery. 7. Attend client meeting reviews and performance compliance meetings determining action plans and programmes for compliance and new initiatives. 8. Ensure regulatory requirements of consultation are undertaken by commissioned services and neighbourhood teams to avoid challenge of serious detriment or risk of recovering revenue. 9. Monitoring and agreeing the financial appraisal of pre-inspected voids and providing the Client Manager with the financial and technical justification for the investment or divestment decision. 10. Lead, manage and develop the contract compliance coordinators, undertaking all necessary management responsibilities e.g. one-to-ones, annual appraisals, sickness reviews, training and development, to ensure an effective and technically skilled team. 11. To carry out any other duties as may be required by the Client Manager including undertaking the duties of other officers in their absence or as required, at a level commensurate with skills and experience. Knowledge Detailed understanding of what constitutes high quality contracted services and the need for a co-ordinated approach in delivering them. Knowledge and understanding of contract commissioning, specification and monitoring, and contract management using JCT MTC form of contract.
