A North-East London Local Authority is looking for an exceptional Interim Head of Policy with a track record of developing policy and working alongside councillors and senior managers. You will also have a good understanding of public affairs and how the council can unlock additional funding and work across Government to gain improvements which will benefit residents. Based in Walthamstow, you will be responsible for a team which sits at the heart of the council, is fast-paced and is able to make a real impact quickly. The team has recently undergone a restructure and this is a great opportunity to build your own team. The borough is growing and changing, bringing with it challenges and great opportunities. Specific Tasks: - To support the Director of Communications & Communities in leading, developing and delivering a first-class Policy and Public Affairs service for the council - Deputise for the Director of Communications & Communities as and when necessary - To lead and manage a team providing a high quality policy formation and public affairs service, and support to the Council's scrutiny committees - To lead the service and act as chief policy and public affairs advisor to the council's officers and elected members - To work closely with the Head of Reputation and Head of Campaigns to drive forward a campaign programme which supports the delivery of the council's priorities - To Lead on and build relationships with key stakeholders and partners across the borough and the region - Maintain policies, procedures within the service and ensure they are compliant with relevant legislation, codes, regulations, guidelines, standards and best practice - To keep abreast of the latest policy ideas and best practice across the public sector Knowledge, Skills and Experience - Substantial relevant experience of managing policy development, research and public affairs within a large public sector organisation or think tank. - Substantial experience of leading public affairs and lobbying campaigns which effect positive change within a large public sector organisation or think tank. - Experience of providing high level advice, and developing strategic approaches to complex issues in a political organisation. - Expert knowledge of the workings of local government and the national and political environments, particularly Parliament and the civil service. - Significant experience of working with politicians and senior stakeholders. - Extensive experience of managing change effectively across a service area. - Substantial experience of managing budgets and resources. - Significant experience of writing reports, briefings and other high level communications. - Outstanding communication skills, both oral and written, with high levels of sensitivity and judgment and the ability to influence outcomes effectively through persuasive argument. - Robust, resilient, highly motivated and not easily discouraged. - Ability to work flexibly in a pressurised political environment. - Strong political awareness and understanding of political decision making process, with high level of political sensitivity including the ability to maintain political neutrality - Evidence of consistently and successfully delivering to tight deadlines in a sensitive environment. - Authority and credibility to build relationships influence and engage successfully with Members, senior managers, colleagues and partners in complex or politically sensitive situations. - Excellent research, analysis, interpretation and evaluation skills, demonstrating the ability to identify and diagnose complex problems/issues / requirements and develop innovative strategic solutions. - Initiative, strategic and political awareness demonstrated in problem solving and decision making.
