JOB TITLE: Contracts and Compliance Lead (LPN & EPN South) REPORTS TO: Property Services Manager LPN & SPN FUNCTION: Distribution Capital Delivery - Property Management Services LOCATION: Bengeworth Road SALARY RANGE: LPN Band F (level 1-10) (£27,196 - £34,877) ROLE TYPE: Permanent, Full time, Flexible Monday to Friday 07:00-19:00hrs, with out of hours working and call out availability required CLOSING: 25th September 2017 Job Purpose: The Contracts and Compliance Lead is responsible and accountable for the safe and compliant delivery of all contracted out Facilities Services. This also includes ensuring compliance with all relevant Health and Safety legislation and company polices, which are managed by the Property Management Services function. The core hours for this role are between 07:00 - 19:00 Monday - Friday, although a flexible approach to working hours is required due to the nature of the role. Dimensions: Staff: 0 Budget: 7 Contracts with a combined annual value of c£7m The post holder will have specific responsibility and accountability for: - Actively auditing all aspects of compliance incorporated within Property Management Services contracts, projects, focussing on safety, compliance, quality and the working environment. - The Contracts and Compliance Lead will liaise directly with internal and external auditors and actively participate with internal and external audits, provide support and updates on legal compliance requirements and legislations. - To review and update all departmental company policies and procedures. - The building and contract audit programme and reports - The Contracts and Compliance Lead will be responsible for carrying out internal compliance audits, behavioural and site audits and internal and external inductions, maintaining appropriate and up to date records. - The Contracts and Compliance Lead will produce and present monthly audit and compliance reports. - Ensure contractors carry out Health and Safety toolbox talks and provide feedback as appropriate. - The Contracts and Compliance Lead will provide professional support to the wider Property Management Services Team. - The Contracts and Compliance Lead will liaise with the wider Compliance Team to ensure consistency across the Estate - The Contracts and Compliance Lead will provide professional support to the Principal Tenants and Stakeholders in their execution of duties under the Health & Safety at Work Act 1974. Principal Accountabilities: - Demonstrate leadership qualities in the delivery of services which are safe and the culture is in line with company values, by undertaking Health, Safety, Quality and compliance audits for buildings and Projects as necessary. - Routinely monitor and audit contractors against agreed Key Performance Indicators (KPI's) and compliance with Legislation and UK Power Networks policies and procedures. - Arrange and participate in contract governance. - In conjunction with the wider Property Management Services Team, develop standards, procedures and processes for the Property and Facilities functions. - Establish Stakeholder relationships with building users, principal tenants and third party tenants, to aid the cost efficiency of the service, compliance and management process. - Support the wider Property Management Services Team in undertaking investigations following safety incidents. - Participate in audits, both internal and external to verify compliance with Property and Facilities Health and Safety at Work Act 1974 legislation. - Undertake regular random inspections to monitor performance of service providers and carry out behaviour audits to ensure compliance with risk assessments, method statements for works being carried out. - The post holder will ensure that all services, which are delivered by Property Management Services, are fully understood and communicated to key stakeholders. Leading to a Client Relationship that meets the needs of the staff, ensuring a quality service, meeting the requirements of UK Power Networks whilst supporting the vision of being an employer of choice. - Supporting the Business in the development of client project requirements, by providing Compliance and Legislative professional support. - The post holder is self-motivated and has the ability to work with the minimum supervision. - The job requires frequent site meetings at UKPN and suppliers offices, some travel and work in various office locations. - Clear communication both written and verbal along with the capacity to learn to use new IT and processes is required. - Continuous professional training linked to the requirements of the role - Accountable for scheduling and carrying out appropriate behaviour and quality audits on the Facilities contractors. - Accountable for scheduling and carrying out all UKPN safety inductions on the Facilities contractors. - Liaise with Property Services Lead to ensure the KPI's of each contract are being delivered. - Work as a team player in a dedicated Property Management Services team. - Evidence of good written, spoken and visual management skills are required - Effective communication with senior colleagues, mostly SMT and end users of the facilities services. - Act as focal point and be responsible for the compliance of all safety and quality KPI's for the the following contracts; Soft Services, Waste Management and Oil & Spills. - Responsible for the preparation and monitoring of Waste Management Data. - Responsible for ensuring Health and safety files and as-built drawings are completed and filed within Alfresco. Nature and Scope: The primary focus of the Contracts and Compliance Lead is to ensure all buildings within the Property Management Services portfolio are compliant, ensuring all services delivered by Property Management Services are delivered in accordance with the contract and are fully understood and communicated to key stakeholders and contractors. Ensuring buildings are compliant, safe and meet the needs of staff through consistent auditing of contractors ensuring company policies and procedures are adhered too. Knowledge, Skills, Qualifications and Experience: - Hold, or be working towards the NEBOSH General Certificate - A good safety ethos with a sound understanding of Construction Design and Management (CDM) 2015 Regulations and their application. - Experience of reviewing Legislation, identifying any associated Business risks and producing supporting company procedures. - Qualified auditor (or extensive experience), with comprehensive knowledge of Facilities Management, contract management and Health and safety legislation applicable to the working environment. - Technical qualifications at HNC/HND or equivalent experience in building construction, mechanical and electrical services. - Proficient in the use of Microsoft desktop applications including Word, Excel, , PowerPoint, & Alfresco.(training may be provided where required) - Excellent written and communication skills. - Be familiar with and adhere to Property Management and company procedures. - Hold a full valid UK driving licence. - Proven experience of delivering excellent customer service. Health & Safety Responsibilities Managers and supervisors carry both legal and company responsibilities for ensuring the health and safety of their employees, those under their control and those who might be affected by the work undertaken, i.e. public, visitors and employees of other organisations. This includes briefing individuals working for them and ensuring there is the necessary understanding, competence and application of requirements to work safely and without harming the environment. Employees are responsible for ensuring they fully understand the health and safety risks involved in their work activities and their responsibility to apply the controls needed to manage those risks to acceptable levels. Similarly, where work activities can have an adverse impact upon the environment, and particularly where there are legal requirements, employees are responsible for understanding those impacts and the controls they must ensure are applied.
