Job Description: Context and Summary of Role Purpose The South East Commissioning Support Unit (CSU) will provide professional support to Clinical Commissioning Groups (CCGs) across South London across a variety of functions. Within this the acute contracting teams will comprise the core disciplines to deliver an effective end-to-end acute contracting function: acute contracting, performance and quality, finance, health informatics and medicines management expertise. Acute contracting teams will work on a multi-disciplinary basis led by a Head of Contracting Team. Finance teams will be professionally accountable to the Commercial Director of the CSU.

The Senior Acute Management Accountant will provide senior specialist finance support within the CSU. Key responsibilities include:
• Lead in the detailed reporting of acute sector financial performance against contract, including trend analysis and financial modelling. This will involve financial planning, monitoring and performance management of commissioning activities to achieve the CCGs’ financial and service priorities.
• The team’s technical finance lead on the development of the payment by results (PbR) financial regime.
• Finance support in the negotiation of hosted acute contracts including deputising when required.
• Lead responsibility in all financial aspects of the negotiation of non-local acute contracts.
• Support in the development and provision of financial information to CCGs in respect of the acute sector to support the delivery of CCG annual and medium term service and financial plans.
• Finance lead in the provision of timely and accurate practice level financial information to CCGs.
Person Specific Requirements:
Analytical. Judgemental:
Ability to analyses and interpret highly complex financial and non-financial date in order to make judgments.
Information Resources:
Advances ability to use Excel, Word, Powerpoint, Business Objects, databases (e.g Access) and financial accounting packages.
Advise and constrain senior budget holders over financial issues.

Education & Qualifications:
Qualifiied CCAB Accountant with significant experience in a senior position.

Experience & Abilities:
Advanced knowledge of financial accounting procedures, financial and other aspects of legislation and NHS finance policies.
Knowledge of and competence in the use of financial systems software including spread sheet skills and the ability to develop spread sheet models
Knowledge and understanding of the national Tariff Payment Systems (previously Payment by by Results) and commissioning.
Work autonomously guided by Financial Reporting Standard, Manual for Accounts and other policies with the ability to interpret them.

1. Financial Strategy and Planning
• Provide expert technical support to the finance leads in the negotiation, monitoring and performance management of local acute trusts.
• Provision of financial advice to other CSU finance teams and other CCGs in London with regard to the Team’s co-ordinating commissioning role in the negotiation of hosted contracts.
• Lead responsibility in all financial aspects of the negotiation, monitoring and performance management of other acute contracts including detailed analysis of Trust proposals and financial risk modelling to ensure Value for Money is achieved in undertaking the CSU’s contracting responsibilities.
• Lead support in the development and lead in the provision of financial information to CCGs in respect of acute commissioning elements of medium term service and financial plans, including close working with information and public health staff within the CSU and CCGs to ensure delivery of robust financial and activity modelling at specialty and sub-specialty level that will be subject to close scrutiny.
• Lead in all financial aspects of the CSU’s input into acute sector London Specialist Commissioning Consortia arrangements.
• To provide input to the costing, pricing and financial planning activity of CCGs, including supporting the development of accurate programme costs and benchmarks using available systems.
• Responsibility for working with CCGs to develop and implement agreed resource allocation and budget setting policies for practices related to acute services, including advising CCGs on appropriate pace of change methodologies.
2. Financial Reporting and Management
• Lead in the development and delivery of all financial aspects of the monitoring of acute services agreements performance and other expenditure in written, numerical and graphical format, to feed into the CSU’s and CCGs’ Board reporting requirements. This will include close liaison with the CSU’s Information leads to ensure integration and synergy with activity and other commissioning reporting.
• Support to the finance leads in the development of financial forecasting models to predict full year performance of acute contract performance, including the impact of prior year performance, demand management initiatives, investment plans, demographic and disease prevalence changes. Lead in the development of scenario forecasts.
• Lead in the provision of monthly payment and monthly reporting information to CCGs to ensure timely and accurate payment to Trusts, accurate monthly accruals for acute services expenditure and to ensure the provision of information to CCGs relating to the agreement of year end balances.
• Finance lead in the provision of timely and accurate acute sector practice level Information to CCGs. Lead for the CSU in assisting CCGs in the development of the financial reporting and budget setting processes for practices, including information for benchmarking, referral rates and to support practice business case analysis, for moving activity out of hospital.
• Responsibility for leading the finance team’s budgetary control process for the acute services, including identifying cost pressures and financial risks and taking appropriate action.
• To liaise with internal and external audit, ensuring that financial procedures and controls are adequate, updated and adhered to meet good practice, and that audit recommendations are implemented.
• To support on-going work with the CSU information teams in the further development of a claims management/ performance validation function.
