The Category and Commercial Team Although procurement functions within the authorities have been in place for some time, the category management, strategic procurement and supplier management activities have tended to be undertaken by the same role within each category area. One of the aims of the restructure is to introduce a greater degree of focus into strategy development. The team is made up of four/five category managers and four analysts. They are responsible for developing strategies that align/integrate with our customers' commissioning strategies for all of our categories of expenditure over the next 3 years. In the first year, the target is to ensure strategies are in place that cover c.£400m of expenditure. The Role The role will have a number of key deliverables: 1.Support in the development of category strategies, either through leading on strategies directly, or providing expert challenge and advice to other members of the team. The individual will play a key role in ensuring that we meet our target of spend covered by strategies by April 2018. 2.Responsibility for the development and sign off of the category strategy programme. This will include ensuring that we have a 3 year prioritised plan in place that can be resourced, integrates with the wider long term procurement and supplier management activities and has senior customer buy-in. It will also ensure that we have a robust approach in place to forecast and track benefits. 3.Undertake other complex and high profile projects across the department as required. The individual will be required to work as part of the team; although it will not have line management responsibility they will need to demonstrate mature influencing & stakeholder management skills as well as strong programme management capability. The nature of the role means they may work across a number of category areas and a broad range of stakeholders up to Director level. It is important that they have extensive experience of category strategy development although we are flexible within which categories. Although Public sector experience and CIPS are desirable they are not mandatory for this role; most important is the ability to demonstrate strategic thinking and how to put this into practice.
