Procurement Consultant

Accountability

* Supporting the management of commercial aspects for key areas of business activity.
* Assisting in the development and implementation of a procurement plan for a particular business area involving working with the business to establish future contracts to deliver the requirements of the business function.
* Maintaining constructive partnership with business managers and other stakeholders.
* Working closely with colleagues within the procurement function across Iberdrola to exploit areas of global procurement synergies/cost reduction and to facilitate benchmarking and optimise negotiation strategies.
* Striving to achieve both cost reduction and the best conditions available in the market through competitive and transparent procurement processes.
* Preparing approval papers and leading the obtaining of authorisations for contracts, whilst ensuring that the proposed contract is acceptable to Control, Credit Risk, Insurance and Legal.
* Providing contractual support and advice to project managers in dealing with contractors and suppliers during the post-contract award phase to mitigate and resolve claims or contractor grievances.
* Maintaining strong long-term relationships with supply chain organisations.
* Extending the supply chain by identifying and pre-qualifying potential new suppliers.
* Contributing to a high level of corporate governance by ensuring compliance with the Iberdrola/ScottishPower procurement policies, processes and practices including the Iberdrola Group Ethics Code and anti-bribery requirements.

Dimensions

* Responsible for the commercial and contractual aspects for individual contracts ensuring strategies are aligned to the Business Plan and its timescales.
* Responsibility for an annual portfolio of up to 20 contracts with individual values ranging from £50k to upwards of £5m
* Delivering cost savings on behalf of the business unit typically in the order of 7% per annum.

Skills, Knowledge & Experience

* An understanding of best practice procurement principles, practices and processes including both tactical and strategic procurement principles.
* Some commercial contract and negotiation experience and experience of leading full or part of the contract negotiations in conclusion of contracts.
* Self-performance management and delivery focus with the ability to balance conflicting requirements of quality cost and time; make decisions in tight timescales; flexibility to react to changing needs; track record of delivery within agreed timescales.
* An effective team worker; with some experience of working in a multi-functional project team desirable.
* Good all round understanding of financial, commercial and business principles and risk mitigation practices plus basic knowledge of contract law to recognise any exposure and seek appropriate advice from the legal team when required.
* Good written, numeracy and oral communication skills.
* Good influencing and interpersonal skills and the ability to communicate effectively and persuade, challenge and build credibility with peer groups.
* Effective computer system skills.
* Where appropriate to area of responsibility some experience of partnering, international sourcing (specifically off-shoring) and low cost economy sourcing desirable.
* Knowledge of ScottishPower procurement policies, principles and processes an advantage.

Complexity and Creativity

* Basic knowledge of what is obtainable in contract markets (commercial and risk mitigation terms) and what could be acceptable to SP to develop negotiation strategies to achieve positive outcomes to SP.
* Ability to explain commercial issues and interactions to give full understanding to managers to reach business decisions.
* Ability to evaluate, develop and recommend solutions to commercial issues in order to mitigate the threat to the achievement of SP's objectives in light of changing commercial stance by key counter-parties.
* Flexibility and ability to manage multiple, conflicting and changing priorities of workload and satisfy expectations of internal customers and external parties.
* Capability of working under pressure of complying with Group Procurement objectives whilst not delaying or failing to match the business requirements

Judgement and Decisions

* Determining when optimum commercial terms are achieved during a negotiation process.
* Undertake analysis and selection of the most appropriate contract strategy and tenderer selection, which will need to respond to changing or emerging nature of the market.
* Awareness of potential impact of short-term deals on long-term relationships with key suppliers in order to optimise service levels and maximise value for money over the long term.
* Identify and assess (and where necessary, in conjunction with Credit Risk) determine risks associated with a suppliers financial strength and implement appropriate mitigating actions through the tender process and contract.
