This opportunity is to work in the estates team of a large further education estate.
The post holder will be responsible for the commercial management of contracts for a range of contracts areas covering construction, maintenance, Facilities Management and estates related consultancy services. The role will include the following: preparation of tender documentation, management of the tender processes, as well as being a point of contact within the Estates Office for contract use, procurement, contractor management and related commercial issues.
The post holder will Liaise closely with other Estates and Professional Services sections and units such as Procurement section, Finance office, Secretary’s office (insurance and legal) etc. to ensure compliance with both legislative and University rules, policy and procedures in all estimating, tendering, contract and framework operational processes.
To support the Estates Office in the following ways:
To be knowledgeable in all Standard forms of construction contract and framework agreements. Provide specialist professional support to the professional and technical teams and staff, in the drafting and commercial operation of standard forms of construction and related works contracts.
To collate and maintain local contract works cost information.
Be knowledgeable in European and local University tendering procedures and processes. Provide specialist support in the preparation and collation of tender documentation for use in one-off local and European tendering processes.
Liaise closely with Procurement section and coordinate tender actions with other University support divisions and stakeholders to ensure legal compliance and best value is always sought and maintained.
Be responsible for commercial compliance in the setting up and running of Frameworks and Contracts. Provide support and assistance to professional and technical staff with mini tendering processes under Estates Office Frameworks.
Act as a cover for Head of Estates Contracting in his absence.
The successful candidate will come from an Estates and Facilities background, you will have extensive post qualification experience and practice in a Commercial or Public Sector Cost management, Procurement and contract management environment. Significant experience in competitive tendering and processes surrounding the competitive selection of contract works and services.
In depth knowledge and significant experience in contract preparation and commercial management across a wide range of construction and maintenance contract forms.
Proven Track record in identifying savings opportunities in complex organisations and achieving savings targets. A strong understanding of financial management processes of construction contracts.
Highly skilled in the use of office based IT systems – in particular Microsoft Excel.
