We are currently Recruiting on behalf of our client a large Utilities client based in the North West for a Business Analyst in a contract position.

Job Purpose
To develop and manage a prioritised investment plan for sludge assets, through liaison with local area teams, engineering and regional teams. Assist with development of the Sludge expenditure programme to achieve the lowest whole life TOTEX cost, compliance with all regulatory obligations and achievement of UU's sludge strategy. Responsible for data collation and management of the Integrated Business Planning for Sludge including communications and reporting.

Accountabilities
Responsible for the collation of Sludge Asset investment needs from the area business teams, working with the Area Asset Manager and Business Analysts to understand and prioritise, using corporate data systems e.g. Optimus. Work with team within he Bioresource business to develop investment needs for the Sludge to Energy and Disposal asset base. Including Optimus input and maintenance. Work with wider teams and provide input to Sludge Asset engineering requirements for regional investigations. Taking a lead on prioritising and progressing investment needs that are identified. Responsible for developing a full view of prioritised Sludge asset investment needs, and supporting these through the appropriate governance and approval. Responsible for communicating the outputs from the approval process to the local area teams and act as the custodian for any resulting actions / support required. Developing a criteria on which to provide a prioritised funding programme. Work with Regional Asset Manager (Sludge) where needed to support PR19 data provision, and information requirements.
Knowledge and Skills
* Good listening and influencing skills will be required to enable effective working relationship across area and regional teams involved in Sludge operations and investment. An ability to understand complex problems and distil the relevant information to enable comparison and prioritisation of a wide range of sludge needs.
* Decisive with an ability to make fact based significant decisions in relation to new Needs and regional projects
* Solid analytical skills with the ability to present complex data, issues, risks and opportunities to support key decision making
* Well-developed interpersonal and communication skills, the ability to drive quality information through others.
* Delivery of key targets and objectives within the limits of available resources.
* Excellent communication and presentation skills are required.
Desirable Criteria
Educated to degree level in a numerate or technical discipline and have a working knowledge UUW business drivers and regulatory regimes; and financial/regulatory accounting methods. Knowledge of Sludge including production, treatment, recycling and disposal operations is desirable. Will need to have the ability develop a clear understanding of business planning and change control principles/processes.

* The role holder will be responsible for collating numerous local and regional needs this requires an ability to develop understanding to a consistent level to enable successful prioritisation and the right decision making.
* Often working across a wide stream of activity with no direct functional control over the execution of work, therefore requiring very strong stakeholder management skills
* Working across teams who have differing priorities to ensure provision of the right level of service to the area
* Ability to articulate problems and issues and interface effectively with Senior Managers
