Momentum Recruitment are currently seeking a Projects Manager to work as part of the team at Stoke On Trent City Council.

Job Role:
To lead on the development and delivery of projects which inform and enable investment into housing in the city – including to improve stock condition, facilitate affordable warmth and respond to the low carbon agenda.
To be responsible for managing the delivery of a programme of key projects including (but not exclusively):
− Undertaking an Options Appraisal for the delivery of the Housing Revenue Account and Public Buildings Repairs and Maintenance Service post February 2018.
− Implementing the preferred option for the delivery of the Housing Revenue Account and Public Buildings Repairs and Maintenance Service post February 2018.
− Producing and implementing a Housing Strategy for the city which includes for housing development across a range of tenures, working with colleagues across both the Place and People Directorates.
− Producing a Housing Asset Management Strategy (Housing Revenue Account), which is linked into the council’s Asset Management Strategy.
− Producing and implementing a Fuel Poverty Strategy
Producing and implementing a Renewable Energy Strategy
To ensure the effective governance of complex projects, including through relevant boards, elected member forums and the council’s decision making process.
To establish and manage multi-disciplinary project delivery groups, including those comprising elected members, tenants, officers from across the council and external partners.
To develop and manage effective interfaces across the council, including with elected members and council officers, to ensure collaborative project development and delivery.
To lead on the procurement of external commissions, including for other service areas.
To be responsible for effective contract management in relation to external commissions.
To take the lead on liaising with stakeholders, including neighbouring authorities, Registered Providers, the Homes and Communities Agency, Communities and Local Government, the Local Government Association and local third sector organisations.
To be responsible for effective engagement and consultation with a wide range of stakeholders on key projects.
To play a key role in informing and developing housing policy.
To play a lead role in the development of effective, innovative and forward looking strategic approaches in relation to housing and housing service delivery.
To identify funding opportunities and to develop and deliver funding bids.
To play a lead role in developing new ideas and innovations in housing.
To play a lead role in ensuring that best practice is adopted across housing and housing services.
To give advice and guidance to a range of people in relation to key projects and housing policy and strategy, including elected members, officers, external partners and members of the public.
To contribute to the provision of strategic business advice to the Director of Housing.
To support the Strategic Manager – Enabling and Projects in helping to inform the overall corporate financial requirements for the service and the directorate, ensuring that all statutory requirements are adhered to and performance standards are met.
To contribute to the management of the Medium Term Financial Strategy for the service.
To contribute to the development and delivery of the Housing Services Service Plan
To have a good current understanding of all aspects of housing and services, including relation to enabling, funding, service plans, value for money, risk management, quality assurance and performance management.

To deputise for the Strategic Manager – Enabling and Projects across the range of
responsibilities associated with the role of Strategic Manager.
• To represent the Strategic Manager – Enabling and Projects, as the Enabling and Projects
lead, at management team meetings and in council committees and other forums in
consultation with stakeholders and to review delivery as applicable.
• To provide direct support to the Strategic Manager – Enabling and Projects in delivering the
Enabling and Projects function, in particular as it relates to project development and delivery
and bidding and advocacy for investment into enabling and projects within housing.
• To develop and manage effective interfaces across the council ensuring collaborative project
development and delivery.
• To implement and manage effective governance arrangements as required for the delivery of
key projects.
• To make budget recommendations and to manage and deliver within set budgets accordingly.
• To ensure that projects comply with all statutory and regulatory financial standards and
reporting deadlines.

Responsibilities:
To be a fully engaged member of the wider housing services team, contributing to the development, implementation, delivery and review of service, directorate and corporate plans.
To work in partnership with others to facilitate and ensure the delivery of appropriate elements of locally agreed strategies.
To play a key role in the development of housing policy and on ensuring that housing policy is communicated and implemented effectively, working closely with key partners.
To work at a corporate level across departments, and with other partners, to ensure that key strategies are aligned and that there is consistency in terms of strategic direction.
