Role Overview:

• Delivery of all new construction development and other major reconfiguration and refurbishment that supports business growth.
• Provide the necessary in-house professional construction project management in the development of any new services.
• Provide major building and construction expertise to support the development of the organisation and be the principal advisor on all major construction development to the Executive and Board through the Chief Executive Officer.
• Quality, compliance, commercial awareness, construction management and leadership will be paramount.

Service Delivery...

• Ensure that newly constructed or reconfigured facilities are appropriate, person centred, environmentally safe and compliant with all legislation.
• Ensure that newly constructed or reconfigured facilities are optimised effectively to deliver high quality care and excellent ratings from our internal and external customers.
• Develop and maintain good working relationships with all stakeholders, external and internal.
• Ensure the development and implementation of professional construction project management policies and procedures, which are fully integrated with processes and values.

Strategy and Planning...

• Contribute to the development of the strategic direction of the organisation and the annual planning cycles, advising on detailed Projects’ construction or refurbishment costs; to feed into the business plan ensuring that all stakeholders fully appreciate the construction and development implications of their proposals.
• Working closely with the Chief Executive Officer, the Finance Director and the Head of Estates & Facilities to ensure that a construction development strategy is in place that supports the development and achievement of strategic and operational objectives.
Project Management and Developments
• Preparing, tendering and dynamically managing Major Property Construction Projects capital programme budgets and delivering schemes to time and cost.
• Take responsibility for working up proposals, costings and business cases for all new property development schemes, including residential new builds and major refurbishment or reconfiguration of the existing property portfolio.
• Deliver professional, robust and timely project management for all property development projects.
• Assisting with pre-acquisition due diligence working closely with the Head of Estates & Facilities (reviewing building and M&E surveys).

Line Management and Operational Delivery...

• Set standards and monitor progress against these and review and update to take account of changes in legislation and service developments.
• Ensure responsibility for the provision of Health and Safety advice including Fire, Security, Manual Handling, etc., during any new construction activities, in liaison with the Health and Safety Manager.
• Ensure compliance with statutory and mandatory requirements and performance during any new construction activities to provide a safe and secure environment for all by conducting inspections of properties.
• Contract administration and supervision of contractors to ensure they adhere to all relevant policies, procedures and practices.


It is essential that you hold a recognised project management qualification as well an appropriate professional registration/accreditation. You will also have a track record of working in a senior construction development role within an environment of comparable scale and complexity.
