Senior Planner - Strategic Planning

About the role

Reporting to the Planning Policy Manager, we are looking for an experienced town planner capable of supporting and leading the development, implementation and continuous review and monitoring of the Council's planning policies and plans.

As a Senior Planner within the Planning Policy Team, you will be responsible for a range of planning projects which require contributions or leadership from the team. You will be able to demonstrate your experience on similar projects, handling a complex work load, engaging with a range of stakeholders to secure positive outcomes.

Every year, we process over 8,000 planning applications, investigate over 1,600 potential breaches of planning services and serve in excess of 100 enforcement notices.

Our planners manage a varied workload; one third of the borough is protected by Green Belt, there are 16 Conservation Areas, 2,155 Listed Buildings and a number of significant regeneration projects taking place.

Barnet is the first Local Planning Authority to test, develop and adopt a comprehensive service to fast track the administration and processing of planning applications. In addition we provide top up services and resilience support to other Local Planning Authorities and offer Planning Consultancy Services across London and the South of England.

What you will do:


Working with partners within Re (Development Management and Regeneration) and the Council in producing a range of planning policy documents including the Local Plan, Supplementary Planning Documents, Town Centre Strategies, Planning Briefs and Authorities Monitoring Reports;

Monitoring the effectiveness of planning policy, identifying gaps in evidence and proposing innovative and cost efficient solutions to resolve them. Translating the analysis of evidence into clear and convincing reports that support policy directions;

Providing expert planning policy advice to a range of audiences including applicants, members and local residents;

Co-ordinating responses to consultations on policy development at national, London and Borough level;

Conducting sustainability appraisals and environmental assessments in line with planning regulations;

Providing leadership, expertise and support for Neighbourhood Forums in the development and delivery of neighbourhood planning across Barnet.

Your experience will include:


A good understanding of planning issues and trends within the London and national context including reforms to the planning system;

A good knowledge and understanding of the statutory processes involved in producing planning policy documents from conception to adoption;

Experience of community engagement on planning issues, understanding the concerns raised and proposing clear, concise and helpful responses;

Confident to lead discussions with stakeholders, influence and shape policy and strategy, communicate clear advice and achieve effective outcomes;

Knowledge and experience of urban design principles;

Good knowledge and understanding of planning policy, practice and procedures and experience of investigating, analysing, recommending and presenting solutions to planning problems to make quality planning decisions;

Proven ability to read plans and maps to a high standard and interpret information spatially;

Good verbal and written communication and presentation skills and the ability to engage with a diverse range of audiences effectively and prepare clear and concise reports, briefings and correspondence;
