Land and Development Manager

We are looking for a dynamic and proactive individual to join our innovative and forward thinking team. The post-holder will be required to identify and lead land opportunities in line with the Coastal and Pennant Homes Strategy. You will have an excellent track record within the land purchasing and planning environment as well as experience of working with a wide range of client groups and commercial agents.

Duties & Responsibilities


You will identify and acquire new land opportunities within a specific geographic area, managing the process fully from preparation and progression of offers through to negotiation and completion.

Your success will come from building and developing strong relationships with key stakeholders both internal and external; including land owners, agents, consultants and legal advisers.

You will report to the Head of Development and prioritise areas in accordance with agreed strategy so that a steady landbank can be maintained to support the future development pipeline to secure Social Housing Grant and other funding opportunities as and when they emerge.

You will also identify suitable opportunities to develop homes for sale through Pennant Homes as well as considering mixed use, commercial opportunities particularly in areas where the organisation is focusing on regeneration activity.

Coordinate and develop scheme brief for delivery of housing schemes. Consult and collaborate fully with relevant internal and external stakeholders to ensure the required scheme is delivered.

You will ensure that once planning has been obtained, and site has been acquired there is a coordinated and smooth transition to enable the procurement and construction process to move forward.

Lead in the delivery to obtain satisfactory planning consents. Understand fully the planning environment for each site, the national planning framework and also each Local Authority’s Local Development Plan.

You will be accountable for ensuring all proper due diligence is undertaken in assessing new opportunities, and will lead and coordinate the preparation of financial appraisals using properly worked through costings associated with development proposal.

Prepare regular reports updating Head of Development on progress with site opportunities.

Manage and control expenditure in relation to feasibility work. Report to Head of Development regards potential cash commitments for site acquisitions and likely timescales to ensure wider group cashflow is accurate and up to date.

Prepare formal reports recommending sites for acquisition to be considered by the organisation’s Board of Management for approval.

Comply with all relevant procedures issued by various funding bodies including lenders, Welsh Government, Local Authorities as and where applicable.

Create new Partnerships and Joint Ventures and maintain a network of connections with such stakeholders as land agents, property professionals, landowners, funders and house builders.

Build strong internal relationships with departments to ensure schemes meet business objectives. Consult throughout the land appraisal, design and planning process with all internal departments to ensure brief is being met.

Create and monitor a land database including site registration, offers submitted and current status.

Deal with general enquiries from members of the public, other departments, local authorities, Welsh Government and other external organisations.

Inspect property and land acquired for development purposes on a regular basis if unoccupied for insurances purposes to maintain a record of inspections.

Develop knowledge of contract documentation and leases etc for acquisition purposes.

Provide Line Management to 2/3 members of staff within the Development Team and to ensure the team is adequately supported and developed to meet the needs of the department and Group, and appropriate coaching and mentoring is in place where applicable.

Be the main point of contact for all land related duties


To assist the Head of Development on major projects and with other relevant duties as required.

To undertake training as required, whether identified by self or others in the Group.

To comply with Health and Safety regulations and the Group’s working procedures.

To treat colleagues and clients in a fair and non-discriminatory way
To carry out any other duties reasonably requested by the Group
