Our client who is in the Education Sector based in Central London is looking to recruit a Payroll Supervisor with the view of going permanent.

The HR Payroll Team is one constituent unit of the Human Resources Division (part of the Professional Services Department). The Team's primary objective is to administer and process all payroll payments and deductions for UK and overseas employees, reconcile and balance the annual salary cost, report to statutory bodies, manage payroll debt provision, manage, promote and administer reward related schemes and their providers, and provide advice to employees on income tax, and social security relation issues.

Purpose of the role:
To be jointly responsible with other PS colleagues for the accurate and timely processing, reconciliation, delivery and signing off the UK and overseas payrolls.
To manage a team comprising of Payroll Advisors, ensuring their skills match those of the role, undertake consistent professional development, implement and sustain a performance management culture through annual appraisals, and embed both a service excellence and customer focused service.
To review and develop all payroll procedures, monitoring compliance and supporting the systems development and operation of the payroll function.

Key Responsibilities and Outcomes:
Provide leadership, direction, motivation and effective day to day management of direct reports, ensuring their and the teams achievement of organisational, divisional and team performance targets.
Ensure the technical, professional and personal development of direct reports to ensure they meet or exceed the skills required for that post, and undertaking this through a training plan linked to effective probation, performance management and an annual appraisal.
Provide managers and staff with advice, information and procedural guidance on the company's policies relating to pay terms and conditions, providing advice and information on income tax and social security legislation, and liaison with statutory organisations to ensure accurate application of legislation.
Responsible, in conjunction with the DPM, for creating and running exception reports to: measure individual and team performance against KPI's, service standards and other metrics, validation of accurate data entered to HR databases, implement rectification measures to ensure compliance, and to identify any future actions required by the team.
Responsible, with PS colleagues, for the processing and reconciliation of the monthly and overseas payrolls, production and distribution of payslips, BACS and cheque files, submission of statutory reports, and managing of all exception reports related to its production.
Responsible with PS colleagues for the monthly auto enrolment routine, ensuring correct application of scheme entitlement, production of letters to affected employees, and for the correct deductions from pay.
Responsible for ensuring the adherence of payroll debt management policy ensuring timely and appropriate communications with debtors, and providing guidance where required.
Responsible, with PS colleagues, for the running of related exception reports and accurate processing of the annual increment routine, liaising with ECA colleagues where discrepancies exist and ensuring remedial action is taken.
Responsible for building and developing effective, trustworthy, positive relationships with customers, departmental contacts and Professional Services colleagues, to create a dependable working relationship, ensuring an understanding of their business needs, and creating flexibility within the work prioritising to meet that need.
Responsible for reviewing and checking the correct application and accuracy of the work of their direct reports.
Assist in the testing and development of HR systems where upgrades or patches are applied which impact on the payroll functionality.
Fully participate and contribute to, HR team, cross services, and departmental, policy, project and working groups.
Deputise for the Head of Payroll or DPM at meetings as requested and provide managerial cover for other ECS colleagues in busy periods or when staff are on annual or sick leave.
Actively contribute ideas, suggestions and solutions to the better and more efficient delivery of the Payroll service.

This is a specification of the qualifications, experience, skills, knowledge and abilities that are required to effectively carry out the responsibilities of the post (as outlined in the job description) and forms the basis for selecting a candidate
A-level qualification or have equivalent skills acquired in the workplace.
A Payroll Administration practitioner with experience of using a HR/Payroll Integrated Computer system would be desirable as would a payroll qualification.
Managing a team, including monitoring of recruitment, training, appraisal, performance and attendance / absence.
Previously employment in a large and complex organisation is desirable.
An up-to-date knowledge of payroll procedures, controls and statutory requirements of PAYE, NIC, SSP, SMP, SAP, SPP etc.
An understanding of the management culture and hierarchy within the Higher Education sector and its implications for the payroll administration function and for managing change, is desirable.
A high level of numerical accuracy and numerical reasoning skills.
Experience of identifying reporting requirements, and devising effective monitoring mechanisms in order to analyse data to produce meaningful management statistics.
Experience of drafting and implementing procedures and devising monitoring mechanisms to identify effectiveness of revised processes and office systems.
Effective communication skills (both written and oral) and experience of taking minutes, drafting briefing papers/reports and making presentations to staff.
Strong organisational skills and the ability to prioritise in the face of competing deadlines and demands.
Experience of managing a fluctuating workload to predetermined deadlines, and of managing projects in relation to the payroll administration function.
Ability to demonstrate initiative, and be proactive, especially when problem solving or analysing complex issues.
An awareness of customer focus and the need to provide an efficient, effective and professional service, within agreed Service Standard levels, to the many service users and contacts both internally and externally at all levels, as appropriate.
Interpersonal skills which enable the post-holder to develop effective working relationships within the organisation and externally, as appropriate, and to work effectively as part of a Management team.
Computer literacy and familiarity with Microsoft packages
