A strategic alliance has been formed between Warwickshire Police and West Mercia Police in order to enable both forces to meet the challenge of reducing policing budgets. By working more closely together the forces will benefit from greater operational and organisational resilience, making us the fourth largest geographic police area in England and Wales.

The main purpose of the role is to coordinate, develop, support and promote the effective utilisation of Warwickshire Police and West Mercia Police Special Constabulary. 

Main Responsibilities:

To foster and develop positive working relationships, enabling a consistent approach across Warwickshire Police and West Mercia Police with all key stakeholders such as Special Constabulary Chief Officers, Local Policing Areas, HR Service Centre, Learning & Development, Occupational Health, Corporate Communications, Business Support and other departments in order to maintain an effective and efficient service.

To ensure the cohesive use and application of the Special Constabulary Policy to provide all users with both a strategic and tactical framework in which to operate. 

To enhance and monitor retention within the Special Constabulary through engagement, and ensuring the right level of support, training and development opportunities are made available. In addition, to ensure appropriate equality and diversity approaches are adopted to guarantee better integration within all areas of policing.

To coordinate the promotion process for all ranks within the Special Constabulary to ensure both an effective and consistent approach.

To understand the Special Constabulary establishment and its emerging trends to allow for the appropriate placement of newly recruited or recently promoted officers.

To understand, provide advice and monitor the training process and current demands around tutoring, mentoring, all of which enable the transition to independent patrol status

To be conversant with and promote current Special Constabulary activity to optimise marketing and other attraction opportunities, such as Employer Supported Policing (ESP).  Using these opportunities to facilitate the reward and recognition of Special Constables by highlighting contribution to policing and notable achievements.

To ensure all relevant statistical Special Constabulary data is current, accurate and available for both Chief Officers and Police and Crime Commissioners.  In addition, to analyse such information in order to inform future planning, decision making and to make recommendations on the way forward.

To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

Experience/Skills:  

Level 5 Management qualification (or equivalent) or significant demonstrable management experience

A working knowledge of the Special Constabulary

An understanding of the values, principles and practical aspects of volunteering

Experience of coordinating a diverse team, working remotely, being able to bring people together and create cohesive working

Being creative and seeking out new ways of working

Experience of dealing with a high workload and within tight deadlines

Report writing and presentations to colleagues, senior members of staff or strategic partners.

Excellent oral and written communication skills including a proven ability to research and prepare clear and concise management reports

Demonstrable ability to build effective working relationships at all levels of the organisation

Being able to recognise and promote the values around volunteering within the organisation.
