Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for an experienced Planning Officer - Grade 7, on a 3 month contract, with a possibility of an extension. They would like someone who has the experience and knowledge in the following:

Main purpose of the job: To carry out a full range of Development Management functions and/or contribute to the production, implementation, monitoring and review of the Local Plan. Conserve the City's heritage whilst enabling appropriate development across the City.

Main areas of the responsibility:

To use all resources (both time and financial) allocated to specific projects and areas of work effectively and efficiently in accordance with Service objectives and the Team's work programme.

The assessing and processing of all types and scale of planning applications and applications for consent to display advertisements and demolish/alter Listed Buildings/Trees etc including: the carrying out of all necessary consultations and negotiations; the preparation of recommendations and reports; and attendance at Committee meetings as required.

The pursuance of enforcement action in conjunction with the enforcement team in relation to unauthorised development and non-compliance with planning conditions.

Dealing with appeals against planning decisions, including the preparation of the Council's case and the presenting of evidence at Public Inquiries and hearings, where appropriate.

Responding to development enquiries from within and outside the Council, including the provision of advice to the Land and Development Manager in respect of the Council's land holdings.

To assist in preparing and maintaining the Liverpool Local Plan including the preparation of land use allocations and development management policies based on sound evidence

To assist in ensuring that the key processes for local development document production are undertaken including statutory, regulatory and technical requirements; continuous community involvement in accordance with the Statement of Community Involvement and sustainability and other appraisals and assessments; negotiation with outside agencies and dealing with elected members;

To contribute to implementing, monitoring and reviewing planning strategies, policies and proposals in relation to the Local Plan, and other non-statutory guidance and to advise on further work as appropriate.

To undertake or assist in undertaking city-wide or area based planning policy preparation and implementation;

To liaise with other authorities and organisations over development plans and strategic planning policy issues ensuring that the City Council complies with the duty to cooperate

Representing the Council in meetings

Developing and helping to maintain information systems to support plan, strategy and policy development work;

To monitor, review and ensure a balanced and cost effective discharge of the Service's functions by organising and continuously developing working practices.

Contribute to sustainable development in all duties undertaken.

To participate in all aspects of training and development of staff, including the maintenance of disciplinary standards, as directed. Use all learning opportunities to develop personal skills necessary to improve effectiveness, efficiency and delivery of service in recognition of the Portfolio's business and service targets.

Subject to consultation with staff or their representatives, to undertake any other duties of a similar nature and level which may from time to time be assigned in the interests of and/or improvement of the service, or in response to the urgent or pressing need of the service.
