Overall Purpose of the Post:

To be the lead finance professional for the Services for one of three Directorates as specified by the Finance Manager and to provide an efficient and effective financial management service to the Council.

Major Objectives:

Accountancy and Financial Management support for the Directorates

Provide sound financial advice to budget managers and senior management ensuring awareness and compliance with Legislation, Council Policies and Procedures and Professional Standards.

Contribute to the delivery of an innovative, forward thinking Financial Management Service.

Ensure the accurate and timely completion of required government financial returns.

Principal duties and responsibilities:

1. Prepare revenue and capital budgets and final accounts for the Directorates.

2. Prepare monthly and quarterly revenue and capital budgetary control reports for budget holders, senior management and elected Council Members.

3. Complete statutory grant claims, returns and reports, ensuring appropriate information is collected in a suitable format.

4. Advise and assist colleagues across the Council on financial accounting & management practices.

5. Identify funding opportunities and support the Directorates in making applications for funding.

6. Monitor and promote best practice in financial management within the Directorates and across One Council.

7. Liaise with other partners and stakeholders on financial issues, including representing the authority at relevant meetings.

8. Maintain and improve systems to receive and deliver financial information.

9. Keep up to date with relevant legislation, policy and grants, their implications for operational changes within the Directorates, ensuring that the Departmental Management Teams (DMT) and relevant senior officers are advised, and develop and implement appropriate responses.

10. Attend relevant meetings of elected Members.

11. Undertake activities in relation to preparation of final accounts.

12. Provide financial advice to working groups, with the objective of further developing the financial management within the Council.

13. Undertake special projects and Council-wide accountancy tasks under the direction of Finance Manager.

14. To be aware of your responsibilities under the constitution of the Council relating to financial and contract procedure rules.

15. Liaison with staff across the Council and outlying establishments, with Auditors, Inspectors, and with other relevant Government departments and external organisations.

16. Attendance at meetings outside of normal working hours will be required from time to time.

e. Insurance/Banking and Treasury management
