The role:

In this role you will be acting as client representative with responsibility for developing robust, collaborative relationships with procurement, commercial, planning, design and supply chain to ensure health and safety is at the forefront of all construction projects throughout the preconstruction elements.

This will involve collaborating widely to ensure that safety legislation, safety policies and practices and specific safety requirements are followed and taken into account throughout the internal process of planning, design, procurement, commercial and that the hierarchy of control is suitably demonstrated at each stage to minimise reputational threats due to operational losses, occupational health problems, accidents and injuries.

To do this you will use your knowledge of health and safety legislation to improve business awareness of the consequence of failure to act and demonstrate the ability to engage positively at all levels to achieve business appreciation and buy in. By developing your skills you will have an opportunity to progress quickly into more senior roles within the company.

Day to day:

On a daily basis you will be supporting the internal business leaders and peers in the pre-construction areas so as to ensure health and safety is at the forefront of the business project planning to develop and sustain a high performing health and safety culture internally and within the supply chain.

You will be collaborating widely to ensure we drive value and innovation with these early stages of a project and safety by design is the key consideration. You will ensure effective engagement & communications are established with key stakeholders where critical input and outputs are taking place and support the active development of our supply chain performance and safety maturity progression. Success will be measured by positive engagement scores as well as a contribution towards internal and external performance improvements.

About you:

You will have a degree or NEBOSH Diploma in Health and Safety and membership of a recognised engineering or safety professional body, e.g. CMIOSH. In addition you must have demonstrable experience of leading collaborative interactions to plan, manage, monitor and coordinate health and safety issues and risks during the pre-construction stages including design, planning, procurement, commercial and pre start phases to deliver H&S objectives and the ability to align the company's imperatives and behaviours. It is also desirable that you can show CDM2015 duty understanding and experience of delivery of client responsibilities can clearly be demonstrated.

Areas of focus:

Ensure the provision of competent advice to senior managers, employees and Trade Unions regarding all health and safety matters.

Plan and manage resources effectively and lead a team that provides a 'best in class' service to the company.

Monitor the performance of and provide coaching and support to team members to deliver health
and safety programmes and initiatives.

Translate strategic requirements and understand the wider political landscape to develop the service provided by H&S Managers.

Use data and feedback on the effectiveness of policy, systems and processes to improve performance and inform strategy and decision-making.

Monitor the efficiency of incident investigations.

Contribute to shaping the supply chain engagement strategy.

Prepare reports and present papers where required.

Contributing to the development of the Directorates assurance plans, risk profiles, reports, engagement plans etc.

Supporting the delivery of objectives to agreed timescales

Developing capacity, capability, expertise and professionalism of the management team.

Proactive and preventive action in response to risk management failure

Building effective relationships with a wide range of stakeholders, influence across boundaries

Delivering health and safety services that are integrated and a full part of programme/project delivery

Managing a team of Health and Safety Managers to deliver a cultural shift in health and safety across Highways England and its supply chain.

Managing resources proactively by planning and working with others, to ensure the best health and safety advisory service can be deployed for the company nationally.

Leading delivery of a consistent high quality performance within the Health and Safety Delivery team.

Managing and developing capacity, capability, expertise and professionalism of team members.
Building effective relationships with a wide range of stakeholders, influence across boundaries and inform policymaking.

Being a dedicated focal lead with specific supply chain organisations on health and safety matters that span across areas or programmes of work.

Health and safety core competencies:

Knowledge of health and safety legislation, its interpretation as translated into good health and safety practice (Essential)

Knowledge of the design, construct, operate and maintain asset lifecycle (Essential)

Experience

Demonstrable experience of working with senior project management to deliver H&S objectives

Prior management / leadership experience in leading dispersed teams

Leading collaborative interactions to plan, manage, monitor and coordinate health and safety issues and risks

Demonstrable experience aligning health and safety strategy and services with business strategy and needs

Demonstrable experience in managing and assuring health and safety in design or construction, preferably working for a major infrastructure asset owner or developer
