Job Title: Quality and Compliance Consultant (Full Time 35 hrs)
Contractual Terms: Fixed term 6 Month Contract with possible extension subject to business demand.  Annual salary range £28,000 - £33,000, depending on experience.
Location:  Halifax, West Yorkshire.  Remote working arrangements considered for the right candidate.

Job Purpose
To support the business to successfully launch Management and Leadership Apprenticeships. The Quality and Compliance Consultant will lead the set-up of pragmatic processes, systems and practices that are aligned to Ofsted and ESFA requirements.
This position has been created to ensure the process between the delegates/employer, Aspire and the ESFA/Ofsted, run as smoothly, efficiently and as independently as possible, and whilst maintaining the quality of learning, which is at the heart of the process.
Key Responsibilities

- Contribute to organisational and strategic planning around the Management and Leadership Apprenticeship proposition
- Define, drive and implement the Ofsted mobilisation plans and activities
- Identify, develop, manage and track the Ofsted evidence requirements and ensure that up to date, relevant evidence is held at all times.
- Define, drive and implement the ESFA mobilisation plans and activities
- Identify, develop, manage and track the ESFA evidence requirements and ensure that up to date, relevant evidence is held at all times.
- Develop and lead compliance processes and systems for the business to meet the requirements of ESFA and Ofsted
- Develop and implement an effective MI strategy for key Apprenticeship success and risk measures
- To design, build and implement quality standard aligned to Ofsted and awarding body requirements
- Ensure Apprenticeship quality assurance processes link seamlessly with ILM quality assurance processes.
- Use MI to set and monitor the Apprenticeship Quality Improvement Plan, including setting actions and targets for the Office Team and Delivery Team where necessary
- To work with the Delivery Team to produce a project plan for learner progression and achievement, resulting in timely completions
- To train, support and monitor the Office Team and Delivery Team to ensure competence and compliance with Apprenticeship systems, processes and practices, and support staff development as required
- Contribution to assessment, moderation, standardisation and sampling activities of all Government funded programmes.
- Plan and deliver standardisation meetings in line with the current quality and management plan
- Ensure delivery staff Assessor/Trainer files are updated and full compliance is maintained
- Review programme plans to ensure the allocation of staff and resources is sufficient to support delivery across all areas of the business
- Attend conferences and training as agreed by your nominated line manager

Person Specification

Knowledge/Experience/Skills needed

- Extensive knowledge of Ofsted and ESFA systems, processes and rules
- Experience working as an Internal Quality and Compliance Manager/ Consultant
- IT proficiency with in-depth experience in using management information systems, and significant proficiency with Microsoft Word, Excel and PowerPoint
- Knowledge and understanding of FE Quality Assurance systems
- Knowledge of the demands of working with external organisations, especially, Ofsted and Awarding Bodies
- Ofsted Nominee trained
- Experience of design and delivery of learning and assessment quality strategies
- Excellent communication skills, both verbal and written
- Planning, monitoring and reporting skills
- Project management skills
- Educated to minimum level 4 V1/D34 or TAQA
