Working for a West Midlands local authority this is a temporary 6 month assignment to support the Head of Workforce Transformation. Ensuring the effective delivery of the Corporate Workforce Strategy and the L&D plan. The post holder will identify development needs, design, create and deliver training interventions (including the up-skilling of digital skills for all employees) across the Council to support the development of its Workforce and Elected Members. The post holder will be responsible for setting clear points of evaluation and be able to evidence improvements in employee performance.

The successful candidate will have:

- Detailed understanding of the learning and development cycle, associated models & methodologies, learning styles, diagnostic and evaluation tools and techniques and their practical application
- Understanding of current issues in local government and the public sector e.g. service transformation, change agenda, the digital agenda, financial constraints, value for money etc.
- Excellent communication and presentation skills; both verbal and written
- Be able to deliver digital up-skilling to employees who have low levels of skill and knowledge
- Ability to work collaboratively within the team and across the council with staff at all levels within the organization
- Working in a training and development role with experience of undertaking skills audits, training needs analysis
- Evaluating Learning & Development programmes
- Holds a recognized training qualification (NVQ or CIPD) or the ability to demonstrate substantial learning & development experience at interview.
- Evidence of continuing professional development across the learning and development arena through structured or self - directed means
