Job Purpose and Role:

To provide administration for the Commissioning Team and Public Health and Wellbeing department around contract management and commissioning projects.

To act as a point of liaison between the Commissioning Team, Public Health Business Support and the Procurement Department around contract and finance establishment including collating coding and requisition information for the Agresso system. The role includes keeping contract documentation up to date, payment and performance monitoring, and providing support and paperwork for Chairs of contract monitoring meetings.

This may include directly chairing and managing meetings for smaller service contracts.

The post holder will support the Commissioners and Advanced Health Improvement Specialist to project manage service reviews, quality assurance monitoring and coordination of Public Health and Wellbeing procurement programmes. The role will also involve liaison with the other Public Health and Wellbeing teams to collate information and set up short and longer term solutions to support the delivery of projects i.e. grant applications, quotation processes and consultation events.

Principal Duties and Responsibilities

Administration and project management responsibilities;

To map, source and collate contract and finance information for systematic review and monitoring; delivering Agresso, finance and procurement requirements and managing and administrating a contracts business folder structure that is easily accessible to the whole public health and wellbeing department.

 To ensure effective and efficient monitoring processes are in place, including planning and organising frequent monitoring reviews of contracts in conjunction with data submission and analysis.

To work with the public health intelligence team to coordinate the data analysis and contract monitoring timetable and to review issues, exceptions and service outcomes. Use this information to highlight service review and performance improvement priorities between the department and provider services throughout the year. Advise and support the commissioning team in preparation for contract meetings.

To support the Commissioning Team and wider Public Health and Wellbeing Team to design draft specifications and commissioning plans that meet the public health needs of the City’s population within the budget available.

To work in partnership with internal departments, service providers and other key stakeholders, including organisations in the independent and voluntary sector in gaining information to support the management and review of public health and well-being commissioned services.

To contribute to the development of business plans and project initiation documentation in order to transparently commission, de-commission and re-configure public health services based on needs identified, cost effectiveness and using best value principles

To support commissioners and service providers in the tendering and mobilisation processes, ensuring documentation is in place.
