Working for a West Midlands local authority on a temporary 6 month assignment you will Report directly to the Head of Workforce Transformation and be expected to take a lead role in ensuring that workforce planning is fully embedded across the Council and that learning & development activities are in place to meet the needs of the Council's workforce strategy. You will also have responsibility for the day to day delivery of effective operational services, enabling the organisation to plan, recruit, retain, and develop its workforce.
You will be responsible for initiating and planning the design of a comprehensive workforce planning programme that will inform resourcing, learning and development and other transformational programmes and initiatives linked to the overall workforce strategy and the implementation of the workforce plan. Line management responsibility for a number of staff across the OD team.

The successful candidate will have:

- Expert knowledge of workforce planning processes and learning and development. Knowledge of workforce planning tools, techniques, methodologies and models and their appropriate practical application.
- Proven track record of managing workforce planning and learning & development. Ability to manage a large budget
- Ability to problem-solve complex problems through analytical and structured thought processes. Strong analytical skills and able to exercise discretion and make decisions
- Ability to deal confidently and tactfully with people at all levels of the organisation, including Executive Directors, Senior Managers and Trade Union representatives.
- Highly developed interpersonal, influencing and communication skills with the ability to articulate complex information Ability to analyse data to establish demands, trends priorities and predicting future needs. Plan and manage competing priorities and deliver multiple concurrent activities within agreed deadlines and to agreed standards.
- Experience in managing through change, and supporting managers in delivering organisational change. Experience of planning and providing workforce information.
- Experience of working collaboratively to implement organisation wide changes Experience of managing teams.
- Educated to a Post Graduate qualification at a relevant/equivalent level. Full CIPD qualification
