Barclays - Regulatory Traceability Analyst | UK, London

My client a Tier 1 Investment bank are seeking a BA4 level Regulatory Traceability Analyst to ensure all elements of a regulation have been appropriately assessed, relevant compliance activity completed and a evidence maintained to demonstrate all articles within a specific regulation have been dealt with.

Overall Purpose of the Role:

The key purpose of the the role is to provide the following Traceability services to delivery programmes assigned to:

  • Set up the Traceability Matrix and Traceability Management process in agreement with the delivery manager for assigned regulatory change programmes
  • Brief and train programme team members on the use of the Traceability Matrix and process
  • Accurately manage and maintain the Traceability Matrix for assigned programmes to ensure complete and accurate traceability is achieved

Key Accountabilities

Key accountabilities include:

  • Develop and set-up the Traceability Matrix and process for assigned regulatory change programmes
  • Brief/train programme team members in the use of the Traceability Matrix and management process
  • Manage/maintain the Traceability Matrix for assigned regulatory change programmes to ensure it is complete and accurate, including:
  • Ensuring all regulatory articles are correctly referenced in the Traceability Matrix
  • Ensuring all related assessments and deliverables are accurately recorded in the Traceability Matrix
  • Ensuring key change deliverables (e.g. gap assessments, requirements documentation, design documentation, test documentation) have the correct traceability references to ensure that traceability from the change deliverable back to the source regulatory article can be demonstrated
  • Ensuring regulatory rule refreshes are effectively and accurately managed to ensure that all impacted change deliverables are identified, and refresh requirements identifies and outcome recorded.
  • Creating and providing management information on all aspects of traceability management to support regulatory change management and audit requests

Stakeholder Management and Leadership

The candidate must convey experience/evidence of the ability to engage effectively at all levels of an organisation, e.g.:

  • Lead meetings effectively and facilitate briefings or decision sessions - demonstrate impact and presence both in person and on the phone.
  • Ability to gather accurate information from business SMEs and Change team resource
  • Ability to liaise effectively with technical experts (lawyers, compliance professionals) to gather clear requirements & interpretation status

Decision-making and Problem Solving

  • Must be pro-active, self-starter, able to manage own work to deliver to agreed deadlines without close supervision. Must be comfortable working in an unstructured environment, very good with time management and multi-tasking given the nature of work involved in Regulatory Change delivery.
  • Must be able to effectively assess if traceability entries are complete and accurate
  • Must be able to structure large volumes of information in logical, structured way, using available tools to ensure integrity and completeness of the Traceability Matrix

Personal attributes essential to performing role: e.g. essential/desirable skills, competencies, expertise, knowledge, and experience. Note: experience requirements must not be in the form of years (minimum or otherwise).

Essential Qualifications*

  • Ability of working in an unstructured environment, and to bring strong personal organisational and structuring skills to provide clear control of Regulatory Rule Traceability
  • Ability to assess completeness of regulatory traceability independently and use initiative to resolve traceability gaps
  • Experience of risk and issue identification and effective escalation. Ability to articulate business risk succinctly and accurately.
  • Experience working with MS Excel and using its functionality to manage and analyse large data sets (i.e. VLookups, pivot tables, data presentation)
  • Experience working with MS PowerPoint to create effective presentations for senior stakeholders and be able to convey key messages from data analyses.

Preferred Qualifications*

  • Experience of Traceability or Requirements management tools (e.g. Jira)
  • Experience of setting up and maintaining auditable governance documentation, effectively logging and closing out action points, keeping stakeholders updated regularly and effectively
  • Experience working with MS Project for basic project planning
