We are currently recruiting for an interim Senior Major Project Planning Officer in Christchurch/Dorset for an initial 3 month period, with the review to extend. (The client will also be recruiting permanently in the long term). The nature of the work will predominately be residential housing.

JOB PURPOSE
To be the Lead Officer for the Council on significant major and complex planning applications and planning appeals, adding value to development proposals and maximising benefits for local communities. To assist the Team Leader in delivering consistent decision making on a wide range of planning applications and to play an active role in ensuring departmental performance targets are met and that development accords with policy and is of a high quality.

KEY ROLES AND RESPONSIBILITIES
1. To be the case officer for the largest, most complex or controversial planning applications from the pre-application stage to implementation
2. To prepare reports and recommendations on planning proposals for consideration by Committee, the Head of Planning Services and Development Management Manager, ensuring work is completed on time and to agreed deadlines. To attend when required, and present reports at briefing meetings, Members' site inspections/site meetings, and at Committee
3. To contribute to appeals and enforcement work and represent the Council at hearings, public inquiries and at court proceedings as required
4. To develop partnerships within the public, private and voluntary sectors to deliver strategic objectives
5. To act as the main contact point and to provide expert advice and guidance on major, complex and controversial planning matters for the Council's elected members and officers and statutory consultees
6. To liaise with Council project teams in ensuring a joined up approach to regeneration proposals and council asset development schemes
7. To work with Planning Policy in the drafting of policies allocating land for significant housing sites
8. To undertake public consultation and community engagement including attendance at meetings out of office hours
9. To make decisions under delegated powers in accordance with the agreed process and the Council's scheme of delegation.
10. Assist the Team Leader to develop and implement policies to deliver Development Management strategic objectives
11. To provide expert advice and guidance to the Team Leader, DMM, Strategic Directors and to the Councils elected representatives
12. To ensure compliance with service standards and legal requirements
13. Contribute to effectiveness of the organisation
14. To undertake such other relevant duties as may be requested by the Team Leader, Development Management Manager or Head of Planning

Requirements - Degree within Town Planning or relevant equivalent level qualification, Experience of taking ownership of case management from start to finish, Negotiating, Dealing with Public Appeals, Experience in accessing, negotiation and determining planning applications (to include applications for plot severances and extensions to domestic properties)
Experience of dealing with Planning Applications from start to finish. Experience of dealing with a varied range of major projects to include Residential

37hrs per week, flexible working and options of working from home, will only need to be in the office 1-2 days per week.

£40-£45ph (Negotiable) Please note this will be outside of IR35
