I am currently recruiting for a Finance Assistant/Administrator to work for Dorset Council.
You will be required to:
Conduct assessment of service user contributions and payment of the Directorate’s contribution for care services. Carry out other financial assessments necessary within the Directorate, monitor direct payments and to assist with recovery of income when debtors have failed to pay their assessed charges and accounts have fallen into arrears. To carry out appropriate tasks relevant to the financial assessment process.

Main responsibilities and duties

1. Be familiar with the Care Act legislation and the Directorate’s charging policy for all services and be able to interpret legislation.
2. Maintain up to date knowledge of state benefit entitlement and changes to legislation and advise service users of their entitlement to benefits.
3. Obtain and verify the financial information necessary to carry out financial assessments assessments by telephone, personal visit to service user and/or their appointed agent, and to financially assess the service user contribution in accordance with Care Act Legislation and Directorate’s charging policy assuming maximum benefit entitlement.
4. Investigate deprivation of assets or income of service users applying for funding, and report to the Financial Support Manager any applications considered fraudulent.
5. Notify service users of their assessed contribution and follow standard procedures for legal charges on properties where appropriate.
6. Arrange for direct payments to be made to service users and carry out financial monitoring of Direct Payment Service Users accounts on a regular basis.
7. Be responsible for the follow-up of debtor accounts, to pursue and obtain payments to not fall into arrears (this may involve direct contact with the service users, their families or representatives).
8. Forward bad debts to the Corporate Services Directorate, having consulted fully with the appropriate fieldwork staff and Finance Support Manager to confirm court action is appropriate, and to liaise fully with the Income Section, Locality staff, Legal Services and any other necessary person regarding progress.
9. Act as the Duty Financial Assessment Officer within the Adult Access team on a rota basis which involves answering enquiries from the public and colleagues concerning all aspects of finance including assessments, debts, direct payments, charging, CHC and service users financial affairs.
10. Prepare the necessary documentation to pass to the Head of Service (Adult Services) for consideration of write-offs debts considered irrecoverable.
11. Invoice the clinical commissioning group, where Continuing Health Care monies have been awarded and associated tasks.
12. Input service users financial details onto the Directorate’s corporate computer systems, and to pay the Directorate’s contribution to residential and nursing homes within contracted terms.
13. Keep an accurate record of caseload, payments made and follow-up of cases, and supply management information when required.
14. To interpret information and respond to queries raised by service users, colleagues within Dorset County Council and external organisations in respect of assessments and other financial related issues as appropriate.
15. Deal with routine correspondence relating to service users on the caseload.
16. Any other lesser or comparable duties as required by the Director of Adult and Community Service.

Ideally the candidate will have over 2 years experience working in finance or admin.
