We are looking for an ambitious Civil Engineer to join a hard working team within the Highways Development Management department of our client's Chelmsford offices. They are a large Highways Maintenance and Engineering company operating Nation-wide.

Transportation engineering experience is a necessity in this role however the key words here are aptitude and attitude.

As Development Management Engineer, you will Manage the implementation of third party funded schemes and ensure that these are designed and implemented in accordance with the policies and specification.

In a few key points, you will…

* Manage the programme of Development Management projects ensuring that they are processed according to standard turnaround times, to the correct specifications and to the right quality.
* Negotiate on the implementation of highway developments. This may include developers, local planning authorities, consultants, solicitors, the Department for Transport and other statutory and non-statutory bodies.
* Instruct Legal Services as required, to undertake work on highways schemes. This could include land negotiations, enforcement issues, the preparation of highway agreements for developments, processing work permits.
* Undertake the development and review of policies, plans, procedures and practices as required.
* Provide advice to County Councillors, District Members, Parish Councils and the general public on Development Management matters as required.

You will have to opportunity to Project Manage the implementation of small to medium sized highway works schemes arising from development proposals.

Who are you?

This Development Management Engineer role would suit a qualified Civil Engineer with a few years experience within Highways/Transportation under their belt; Someone with strong aptitude, a desire to learn and a keen interest in Development and process improvement.

You will be called to liaise with Elected Members, District Councils, strategic partners and other providers. You should therefore be a strong communicator and not be afraid of picking up the phone or contributing positively in meetings.

This position is permanent paying up to £38K per annum for the right person and will offer great opportunities for professional development. You will be based out of the company's Chelmsford office.
