Following restructuring of their management teams and the production of a number of new roles they are currently looking to recruit to the following positions on a permanent basis:

Head of Projects and Works

The senior manager for the Corporate Landlord Projects and Works functions (Capital Programme Management and Maintenance Programme Management) relating to the full breadth of the Council's land and property portfolio. The post holder will be responsible for ensuring high quality, commercially viable and cost effective strategic and operational service delivery and will be the lead contact for Service Managers regarding planning and delivery of projects/programmes and works. To achieve this, the post holder will lead in policy development and strategic and operational development of the post's service responsibilities with minimal call upon managerial direction in their areas of technical expertise.
To lead and manage the service to deliver:

* The provision of integrated Capital Programme Management function including end-to-end project management and design service for the improvement, extension, refurbishment, demolition and new build of Council property assets. Ensuring projects are properly defined, appraised, designed, developed, approved, briefed, procured, planned, managed, delivered and reported to meet key milestones in accordance with relevant legislation and comply with sound project management processes, Financial Regulations and all Health & Safety and construction related legislation and regulations. Ensure that all projects and works are delivered on time, within budget and to meet or exceed client, partner, corporate and statutory requirements by external partners or in-house multi-disciplinary groups of Project Managers, Designers, Cost Advisors, Building Services (Mechanical & Electrical) Engineers, Structural and Geotechnical Engineers and Projects & Works Supervisors, including the effective procurement, management, continuous improvement and review of the Property Services Strategic Partnership, Term contracts and/or Frameworks for consultants and contractors through direct Council arrangements or through regional/national frameworks.

* The provision of integrated Maintenance Management function including for the improvement; planned, cyclical and responsive maintenance; servicing and compliance assessment of Council property assets. Ensure responsive works are timely and support the continuity of service delivery and planned works are properly defined, appraised, developed, approved, briefed, procured, planned, managed, delivered and reported to meet key milestones in accordance with relevant legislation and comply with sound maintenance management processes, Financial Regulations and all Health & Safety and construction related legislation. Ensure that all works are delivered on time, within budget and to meet or exceed client, partner, corporate and statutory requirements by in-house multi-disciplinary groups of Building Surveyors and Maintenance Engineers (Mechanical and Electrical), supplemented by specialists from other teams (e.g., structural engineers) and external resources as appropriate, including the effective procurement, management, continuous improvement and review of Term contracts and/or Frameworks for contractors through direct Council arrangements or through regional/national frameworks.

With a clear focus on customer thinking the Council has created this new role to create better synergy between their teams and partners to ensure they work in a more commercial way.

They are looking for strong leadership to encourage teams to think differently, assess opportunity for investment, take an honest and transparent approach to identifying and managing a pipeline of current and future projects.
The ideal candidate will be a strong communicator with an engrained understanding of customers, the industry, commercial drivers and an ability to review opportunity objectively.

Key experience required

- Experience of construction and property projects
- A strong grip on project and programme managing a portfolio of complex high value projects with multiple stakeholders
- Strong negotiation skills
- Commerciality
- Knowledge of procurement process and contract management
- Ability to encourage and develop staff members and take them on a journey
- Credibility at senior management level and with clients, customers and partner organisations
- Ability to support design phases through to lifecycle delivery
- Understanding of the Corporate Landlord Model and experience of working with or in a public sector environment
