Job Purpose and Role
To develop, design and project manage Market sale, Market rent and Council new build
housing and regeneration schemes, including identifying and preparing sites, assessing
viability and initiating development, including the procurement of development partners,
delivering schemes to practical completion. Working with the Strategy and Sales and
Marketing teams on behalf of the Council’s housing company WV Living, to ensure that
sales units meet market demand, and with the Council’s managing agents to ensure that
new Council units meet our specification and requirements. Working with the Service Lead
Housing Development, other Housing Service Teams, Council service areas, and external
housing partners and agencies to enable a comprehensive joined-up service to deliver the
City’s housing priorities.

Principal Duties and Responsibilities
1. Co-ordinate the delivery of housing development schemes utilising a Project Team
approach, which includes other internal colleagues, external consultants and
developers.
2. Design and project manage Market Sale, Market Rent and Council Rent housing
new build and regeneration schemes. Including site identification, preparation,
assessing financial viability, procurement, and monitoring delivery through to
handover.
3. Develop new build projects for development on behalf of WV Living, the Council’s
Housing Company, with the aim of making a commercial return on investment for the
local authority, supporting a strong business approach to land and other assets for
the development of housing and related schemes.
4. Support owners and developers of sites to increase the number of new builds in the
city, including maintaining contact, understanding the issues they face in developing
the site and finding solutions to unlock factors blocking delivery.
5. Ensure that appropriate funding and partnership structures are in place to maximise
delivery of the Council and WV Living’s housing priorities and investment plan.
6. Ensure accurate and timely forecasting of dates and expenditure for all approved
schemes.
7. Compile a report for the recommendation of each individual scheme in accordance
with the requirements of the Council and WV Living’s internal procedures and where
necessary present such a report.
8. Maintain detailed scheme files and make sure that our development database
system is kept up to date at all times.
9. Provide information and performance intelligence to the Service Manager Housing
Strategy and Development and Service Lead Housing Development to enable the
development, implementation and review of the Council's housing asset strategy
and priorities, and the development, implementation and review the Council's capital
and revenue investment strategies in housing.
10.Provide advice to Councillors, members of the public, developers, other bodies and
other Council services, on national, strategic and local housing policies and
programmes.
11.Support the Service Manager Housing Strategy and Development and Service Lead
Housing Strategy in the development and management of the on-going relationship
between the Council. Liaise with Wolverhampton Homes and Tenant Management
Organisations, to ensure the Council's priorities in respect of investment in renewing
its housing stock and meeting tenants’ needs and aspirations are delivered.
15.Participate in staff development, appraisal and training as appropriate, including
continuous professional development
