The Role:
Dealing with county matter and county council planning applications and/or assist developing a minerals and waste policy framework in accordance with agreed timescales and deadlines. Responsibility for managing own workload and seeking development opportunities and contributing to delivery of agreed priorities

Job Purpose:
To process of planning applications for county matter and county council developments, the monitoring of the implementation of the decisions issued and the taking of action as necessary to ensure compliance.
To assist in the preparation, development and policy formulation of minerals and waste development plan framework

Key Responsibilities and Accountabilities:
* Primarily to carry out technical and professional analysis and evaluation of proposals for County Council and mineral and waste developments to assess them against development plan policies, Government guidance, consultation responses and other material considerations.
* To assist in the development and preparation of minerals and waste policy planning and documents.
* To liaise with other service groups and County Council consultants, statutory consultees, district and parish councils in the interests of progressing planning development management matters and advising on relevant issues to ensure that proposals are fully and accurately appraised and evaluated.
* To advise applicants, operators and their advisers on the Council's planning policies to ensure that submissions contain sufficient information to assess proposals (provide pre-application advice).
* To prepare and present evidence for planning appeals (written reps, hearings or Inquiries) in liaison with the County Council's legal advisers to support the County Council's decisions.
* To monitor operational minerals and waste sites.
* To monitor continuously the implementation of permissions, and progress enforcement action as necessary to ensure that the Council's decisions are properly implemented.
* To contribute to development management process reviews.
* To assist managing resources to ensure that services are delivered on time and within budget.
* To contribute to the development of employees in order to improve service standards and delivery
* To work within the parameters of a project team, leading on key elements or responsibility for the delivery of specific outcomes using programme management methodologies
* To work with substantial personal autonomy and accountability requiring minimal supervision
* To assist in the drafting of reports to a good and accurate standard and to deliver accurate and authoritative advice to customers in the role of duty officer
* To apply management information and IS effectively to improve service delivery on a continuous basis.Knowledge, skills and experience:
* Degree level education in related numerate, social science or humanities subject
* Knowledge of planning policy and legislation and of Government guidance on relevant issues
* Evidence of written skills and presentation techniques
