Our Client, a provider of training, skills, recruitment & consultancy for growth, are on the lookout for a highly competent Head of Quality & Compliance to join our rapidly expanding business.

As Head of Quality & Compliance you will be responsible for providing a ‘best-in-class’ efficient and productive provision, managing the programmes including development and performance of your department. Plan, manage and add value to the implementation of a national quality infrastructure campaign. Quality assurance of assessment decisions of your team and Trainers/Assessors. Management of Awarding body approvals, DCS and EPA success rates. Managing the quality of programme delivery, learner journey and client journey. Ensuring the Client’s and external agencies standards are met and exceeded. To lead on OFTED & HEFCE.

Day to day duties will include the following:
• Working alongside the Director and Senior Managers, the Head of Quality & Compliance maintains an excellent understanding of how it works, its business requirements and commercial objectives so that they are equipped to act as a trusted advisor, contributing to the development and execution of the overall business plan
• Lead on the development of training/qualification resources, quality assurance procedures, validation and audit reviews, along with implementing a national quality/delivery strategy
• Monitoring and advising on the performance of all quality management systems
• Driving standardisation across the regions to ensure effective quality
• Work with the HR Manager to embed quality related KPI’s
• Development, maintenance and updating of all Quality & Compliance related documents, policies and procedures in line with company and awarding organisations requirements.
• To support learner progress within required contractual profiles and exceed minimum levels of performance
• Checking learners are assigned to the correct programmes, correct rules of combination are followed and all resources meet required standards.
• To gain and maintain DCS for all qualifications and ensure certification requests are accurate and completed timely.
• Supporting HR/Area Management with the recruitment of Trainers/Assessors and providing guidance on programme allocation
• Coaching Trainers/Assessors/team members to fulfil the key components of the learner/employer cycle from sign-up, initial assessment, compilation of learning plans/agreements, implementation of schemes of work, coaching, IAG and formative and summative assessment and to ensure all components are effectively delivered
• Progressing Trainers/Assessors and team members through the risk banding grades
• Planning and running of external quality assurance/moderation and compliance visits, ensuring all documents, data and evidence are available to the correct standard within agreed timescales
• Assignment of counter-signing Trainer/Assessors to unqualified personnel and in certain cases to undertake such activities and if necessary to undertake assessment of candidates (in exceptional circumstances)
• Identification and reporting of non-compliant performance or under performance to Operations & MD
• Leading on and supporting the completion of the Client’s self-assessment and quality improvement plan process at area/regional level
• Attending external events and meetings as appropriate
• Implementing a quality focused organisational plan including training, quality calendar & QAT.
• Maintain ISO 9001 Quality Management accreditation

As a person you will need the following qualities and experience:
• At least 18 months’ experience and a proven track record of Heading Quality & Compliance for a national PTP including leading in OFSTED inspections.
• Degree or Post Graduation level 4 qualification in management/ HR/ organisational development
• Hold Assessment, Quality Assurance, Training, and Development qualifications at levels 3 or above
• Knowledge, experience, and management of quality for a large national apprenticeship programme
• Strong leadership, management, and communication skills
• A career that has been developed with large organisations who are blue chip, have a national presence or operate within a matrix structure
• Knowledge of government funding streams / programmes / work based learning e.g. ESFA, ESF, Levy, Adult skills, Apprenticeships, Traineeships etc.
• Large PTP background is essential along with understanding of MIS systems such as PICS & e-portfolios such as OneFile
• Bright and intellectually capable – develop systems, processes and policies which support the achievement of the Company’s long and short term priorities in a cost effective manner
• Computer skills- to include advanced level of word; PowerPoint and experience of working with VLEs/VLPs, e-portfolios and on-line registration and certification systems and management information systems such as Pics
