Role Profile


Principal Lawyer (Construction) 


Reports to: Head of Commercial Group


Key Role Descriptors:


The primary focus of the role will be to work as part of a team to provide considerable expertise and high quality legal support and advice in relation to

the major construction project to refurbish the Town Hall: “Our Town Hall Project”.


The role holder will also be required to provide advice in relation to current and proposed construction projects within the city, and will carry a full caseload of construction matters and have strong experience handling, drafting and negotiating construction contracts.


The role holder may also be required to provide general commercial advice across a range of other projects being delivered by Manchester City Council, Salford City Council and the Greater Manchester Combined Authority.


The role holder will actively contribute to the professional development of the service, contributing to the personal and professional development of the team.


Key Role Accountabilities:


Effectively manage and organise personal caseload of complex legal matters Represent the Council and its strategic and legal interests effectively at meetings, working groups and stakeholder events.


Promote collaborative working across the Council and proactively contribute to strategic, developmental and client related issues arising from management of the section and the wider group.


Develop and maintain effective relationships with partners, effectively influence a range of stakeholders and other external agencies in order to improve service delivery and achieve beneficial outcomes for the shared legal service.


Deputise effectively when required in dealings with clients, legal management and casework matters. Build and maintain excellent client relations, providing timely and accurate legal and tactical advice.


Research law and procedure to a high professional standard and keep abreast of legal developments. Personal commitment to continuous self-development and service improvement. Through personal example, open commitment and clear action, ensure diversity is positively valued resulting in equal access and treatment in employment, service delivery and communications.

Specific Role Accountabilities:


Provide legal advice on complex and innovative legal matters / projects with minimum supervision, relating to a wide range of complex construction and commercial contracts.


Extensive experience of drafting, reviewing and negotiating a range of often complex commercial and construction contracts including standard form construction contracts.


Drafting and reviewing appointments, consultancy agreements, JV agreements, warranties, novations, reliance letters, NDAs, letters of intent, and other ancillary documentation as well as advising on contractual issues which may arise during delivery of the services.


Provide and co-ordinate the provision of legal advice on a range of legal, commercial and operational issues and provide proactive and practical options to the internal client.


Work with colleagues across the Regeneration Legal Group (commercial, planning and property) on relevant aspects of transactions.


Liaise effectively with senior professionals and managers of different disciplines including finance, procurement, property and regeneration/development professionals.


Where the role holder is disabled every effort will be made to supply all necessary aids, adaptations or equipment to allow them to carry out all the duties of the role. If, however, a certain task proves to be unachievable, job redesign will be given full consideration.


Role Portfolio:

Manchester Town Hall, which opened in 1877, is an internationally significant landmark and Manchester`s greatest cultural and civic asset, which makes a notable contribution not only to the heritage but also to the identity of the City. While the Town Hall has been maintained and remains structurally sound, it is now showing its age with many elements reaching the end of their natural lifespan.


The objectives of the Town Hall project are to:


- Secure the long term future of the Town Hall, its Civic role and its external setting
- Retain and enhance as a functioning and efficient Town Hall
- Restore and celebrate this significant heritage asset for Manchester
- Enhance the use of the building as a visitor destination and increase access to Mancunians
- Transform users` and visitors` experiences
- Reduce carbon footprint and energy costs
- Maximise commercial opportunities and offset costs to the public purse
- Deliver economic and social value for Manchester


An integrated project team is being developed to deliver these objectives so that when the building opens late 2023, it has a viable, useable future.


To ensure project runs smoothly, there is a need for legal support in the following areas:

- Appointment of consultants via OJEU process
- Appointment of project manager via CAPPS framework
- Appointment of Management Contractor via OJEU process
- Other ancillary contracts and documents, including NDAs, warranties, reports etc
- General commercial, procurement, construction and governance advice

Technical requirements (Role Specific)

- A practising barrister, solicitor or Fellow of the Chartered Institute of Legal Executives
- Extensive recent experience of dealing with complex and high value construction and commercial projects.
- Extensive knowledge of the law relating to construction and commercial projects.
