My highways client are currently recruiting for a Senior Project Manager.

The Department:

Regional Investment Programme (RIP) is responsible for the delivery of major schemes, to meet the performance outcomes and outputs in the 5-year Roads Investment Strategy (RIS). The 5-year investment increases the rate of project delivery to three times the current Programme, and requires my client to work in different ways to be more efficient and effective and achieve agreed efficiency savings.

Purpose of the Role:

The purpose of this role is to provide clear operational leadership for the successful delivery of specific RIP Major Projects' programme/large complex projects, on behalf of the Programme Leader by working and thinking in a programmatic manner.
The role requires effective leadership and co-ordination management to their inter-dependencies including oversight of any operational risks and issues arising and new capability innovation for the business to enable effective change and realisation of projected benefits.
A proactive, trusted and knowledgeable individual to create positive enthusiasm, retain momentum, focus and overall integrity with sound coherence across the programme/large complex project.
Must develop and maintain the Programme environment to support the business needs through effective liaison with the Programme Office (PO).
As directed by the Programme leader the post holder may be required to deliver one or more of the more challenging complex projects within the Programme. The post holder will be required to accept Senior Project Manager Responsibilities consistent with the Governments Infrastructure and Projects Association Guidelines.

Specific responsibilities:

The Senior Project Manager will carry out duties as delegated from the Programme Leader:

* Deliver complex projects and programmes as allocated by the Programme Leader
* Be a point of escalation, be empowered to make decisions within delegated authority from the Programme Leader
* Build, develop and motivate high performing project & programme teams committed to achieving success by delivering the benefits of the programme
* Working in a programmatic approach to direct governance arrangements and lead by example
* Must sustain effective quality assurance, exceptional health & safety and the overall integrity of the programme/large complex project; focusing inwardly on the internal consistency and outwardly on its coherence with infrastructure planning, interfaces with other programmes and organisational, technical and specialist standards
* Direct the Project Manager as appropriate to monitor expenditure and costs against delivered and realised benefits
* Leadership of sufficient allocation to common resources and skills across the programme/large complex project
* Work with other functional areas, stakeholders and supply chain to ensure synergy, effectiveness, and continual improvement of the organisational processes
* Managing both the dependencies and the interfaces between projects
* Guiding the supply chain and internal colleagues whilst overseeing the development of project proposals, bids and tender responses
* Responsible for risk management and utilisation of Programme Office for a successful outcome
* Owning additional activities and other management interventions wherever gaps in the programme are identified or issues arise
* Reporting the progress of the programme at regular intervals to the Programme Leader
* In delegated authority from the Programme Leader chair the project board in accordance to the Terms of Reference
* Promote continuous improvement and innovation that takes into consideration the wider stakeholders, our end customer needs

Essential

* Significant experience of complex infrastructure project management
* Experience of design and/or construction phase project management experience to include all aspects Health and Safety
* Demonstrable experience of robustly managing construction project delivery
* Experience of working in a multiple stakeholder environment
* Creative problem solving skills

Desirable

IPMA Level C (Minimum), MSP Advanced
