Our client is looking for a Development Surveyor to be based in Blackburn.

Our clients Programme Management Office Team (PMO) work on all stages of development from initial concept through to completion, ensuring effective project controls are implemented across the project life-cycle.

They are looking for a Development Surveyor, with excellent technical and communication skills who will provide a quality service and have ambition to progress their career and the business in which they operate to join our Programme Management Office Team.

Their current team deliver PMO and contract administration duties over a wide range of sectors including: Central Government, Education, Health, Culture & Heritage and Highways & Infrastructure.

The role will primarily be based within their Blackburn office; however, travel to projects across the UK may also be required.

The main purpose of the post is to carry out development cost advice and appraisals which will demonstrate project viability and through the production of the robust business cases for client signoff. The role will also be responsible for tracking performance and value for money throughout the life of the projects.

What you will do:

Development appraisals;
Viability assessments;
Feasibility stage estimating and cost planning;
Defining tendering and procurement strategies to support business cases;
Advising on the procurement of additional support services;
Preparation of development agreements;
Value Engineering;
Risk Management;
Development Cost Modelling;
Grant funding applications;
Value for Money assessments;
Interface with the client and other consultants
Peer review and checking of work
Observe Health & Safety provision in the working environment

Your experience will include:

Development surveying experience in consultancy;
Experience in developing business cases;
Proven track record of development and viability appraisals;
Degree qualified in a construction related discipline; QS, BS, Civil Engineering;
Chartered in suitable discipline (e.g. MRICS);
Experience of a range of procurement methods and management methodologies
Excellent oral and written communicator with the ability to motivate teams and work in close partnership with clients. Must be delivery driven with the ability to set targets and manage and motivate
Working knowledge of CDM and construction Health & Safety would be advantageous
Previous business management or financial accountability would be advantageous
