Location: The post can be based at either our County Hall Office – Penrhyn Road, Kingston-upon-Thames, Surrey, KT1 2DW or at our Leatherhead Office - Fairmount House, Bull hill, Leatherhead, Surrey KT22 7AH. Travel to other Surrey offices will be required with flexible working from other Surrey offices supported where necessary. Mobile phone and laptop supplied.

About the Role

Are you looking for a wide ranging management role focusing on improving outcomes for Surrey children, young people and their families? Do you have experience of commissioning, service design, project management or change management? Can you work with senior leaders and local communities?

You will manage the process of understanding of good practice, the changing policy landscape and understanding needs analyses to identify opportunities for new and innovative approaches to delivering services, both internally and externally. You will design, test and implement innovations which deliver whole system change. Insight and Innovation, Commissioning and Prevention This team will be leading on Innovation and Commissioning management across CSF Commissioning.

The team will test, trial and evaluate new approaches building on pockets of, or emerging good practice across the county and building on best practice research, drawing in funding from external sources. Colleagues will bring together an understanding of what works, the changing nature of the policy landscape and needs analysis to inform and design innovative whole system commissioning opportunities both internally and externally.

The commissioning management office will oversee and assign resource to all CSF Commissioning activity and related change activity. You will have close links with every team within CSF Commissioning and will also work closely with teams across the County Council and the wider Partnership. Your key stakeholders will be across the partnership, in local communities and with national programmes and funding bodies.

Work context: The Insight and Innovation team works with Market Strategy and Quality and Experience staff creating the commissioning function within the Children’s Schools and Families directorate. The functions of the team focus on looking at the impact and effectiveness our services are currently having: both within SCC and those we have procured based on performance information. This team is a driver for change and looking at new models and approaches for commissioning maximising partnership working and looking at new social investment or other funding opportunities.

The team is responsible for reviewing the impact of commissioning decisions taken to ensure there is clarity on the consequences of the decisions on children young people and families.
