Tri Borough Business Change Manager - Hammersmith and Fulham Council

This is a senior role the primary purpose of which is to ensure all transformation and change initiatives are underpinned by the development of appropriate policies and procedures and a communications and change management plan.

The role spans both major programme and project delivery but also a range of other business needs including management of governance requirements, performance improvement, external policy changes and funding opportunities, continuing development of the Adult Social Care Service agenda and the need for associated agile responses.

The post holder will line manage the ASC Communications Team ensuring the development and delivery of the ASC Communications Strategy.

Main Duties:

• To ensure all transformation and change initiatives are underpinned by development of appropriate policies and procedures and a communications and change management plans.
• Support ALT and Business Change Managers, particularly Heads of Service, to deliver the intended benefits of major programmes, projects and change initiatives.
• Lead the Communications, Consultation and Change Management Working Group working closely with the OD Lead and Practice Leads.
• Working closely with the Head of Transformation to assure Value for Money of the ASC Transformation Budget’s spend on Interims and Consultants. Direct management responsibility for managing and monitoring delivery of outputs and outcomes against terms of reference up to the value of £1.5m pa.
• Lead on the development of Information and Advice services including the Department’s People First web site.
• Lead the ongoing development of the ASC Business Plan ensuring it reflects the opportunities of the developing Digital Age.
• Proactively support the development of integrated solutions for policy development, communications and change management as it relates to the Department’s ambition for whole systems working.
• To proactively keep informed of new legislation, Central Government policies, local authority and partner agency policies and practices, including performance measurement, and on external factors relevant to the overall activities of the Councils.
• To analyse research findings and advise on national and local, social, economic and environmental changes and trends and evaluate their impact on the Council's and partner’s overall priorities, programmes and services.
• To lead the planning, control and execution of a range of multi-disciplinary reviews and projects either on an individual basis or as part of a team.
• To prepare and be responsible for draft and final reports for agreement with the Adult Leadership Team as appropriate, covering complex and major policy or resourcing issues, and to present reports at officer meetings and committees as required.
• To liaise with management and staff in Departments and partner agencies, up to and including Directors in the preparation, implementation and monitoring of service plans and service review.
• To oversee the Adult Leadership Team and Executive Directors forward planning, Tri Borough Executive reporting, coordinated decision making prior to formal Cabinet Briefings and Cabinets across three boroughs and to the 3 CCGs and accountable officers.
• To lead on ensuring that the Directorate communicates effectively with ASC Customers and Staff and with each of the Council’s corporate communications functions.
• Lead on the development, implementation and management of systems which will ensure timely and effective delivery of Tri-borough ASC business through the governance processes of the three Councils, CCGs and Partnership Boards.
• To proactively manage the production of agendas and proactively monitor the delivery and implementation of subsequent actions for key partnership meetings i.e. individual Cabinet Member’s Briefings, the Tri-borough Cabinet Member’s Steering Group, Better Care Fund Board and the Joint Executive Team with CWHHE.
• To engage with Cabinet Members in the development of Cabinet Members’ Steering Group and other key fora and ensure that their interests are reflected in the agendas.
• To ensure the passage of key decisions and politically sensitive business is managed effectively through the governance process.

Knowledge and experience needed:
• Proven experience of developing and delivering service plans according to national and local priorities.
• Proven experience of successful interaction and working diplomatically, preferably in a democratic environment at corporate, board level.
• Demonstrable experience of leading and managing multi agency teams and ensuring effective service delivery, according to organisational values.
• Skilled Chair and constructive participant in a variety of meeting environments with the experience, skills and gravitas to chair programme boards and projects groups and ensure success.
• Experience in constructing measures, metrics, performance indicators, etc and using these to shape and drive performance
