An excellent opportunity has arisen for a Tri Borough Business Change Manager to work in the London Borough of Hammersmith and Fulham.

The successful applicant will ensure all transformation and change initiatives are underpinned by the development of appropriate policies and procedures and a communications and change management plan. The post holder will line manage the ASC Communications Team ensuring the development and delivery of the ASC Communications Strategy.

Main duties:
Support ALT and Business Change Managers, particularly Heads of Service, to deliver the intended benefits of major programmes, projects and change initiatives
Working closely with the Head of Transformation to assure Value for Money of the ASC Transformation Budget’s spend on Interims and Consultants
Direct management responsibility for managing and monitoring delivery of outputs and outcomes against terms of reference up to the value of £1.5m pa
Proactively support the development of integrated solutions for policy development, communications and change management as it relates to the Department’s ambition for whole systems working
To analyse research findings and advise on national and local, social, economic and environmental changes and trends and evaluate their impact on the Council's and partner’s overall priorities, programmes and services
To lead the planning, control and execution of a range of multi-disciplinary reviews and projects either on an individual basis or as part of a team
To prepare and be responsible for draft and final reports for agreement with the Adult Leadership Team as appropriate, covering complex and major policy or resourcing issues, and to present reports at officer meetings and committees as required
Lead on the development, implementation and management of systems which will ensure timely and effective delivery of Tri-borough ASC business through the governance processes of the three Councils, CCGs and Partnership Boards

Essential skills and experience needed:
Demonstrate an understanding of and commitment to Council policies in relation to Equal Opportunity, Customer Care and service delivery, and the ability to implement these policies in the workplace
Proven experience of developing and delivering service plans according to national and local priorities
Demonstrable experience of leading and managing multi agency teams and ensuring effective service delivery, according to organisational values
Skilled Chair and constructive participant in a variety of meeting environments with the experience, skills and gravitas to chair programme boards and projects groups and ensure success
Experience in constructing measures, metrics, performance indicators, etc and using these to shape and drive performance
Proven experience of successful interaction and working diplomatically, preferably in a democratic environment at corporate, board level

Job requirements:
Must have a minimum of 5 years recent continuous experience working in the same role within a Local Authority
An enhanced DBS of satisfactory level is essential
